Board of Supervisors County of San Luis Obispo County Department Center Room D 430 San Luis Obispo, California 93408  RE: Hydraulic fracturing (fracking) and Banning Fracking in San Luis Obispo County 7/31/2017 Dear Supervisors, I write on behalf of myself a citizen of San Luis Obispo County to express my concerns of hydraulic fracturing (fracking) and its potential environmental effects included contamination of groundwater, depletion of freshwater, risk to water, air quality, noise, pollution of migration of gases and hydraulic fracturing chemicals to the surface, and surface contamination from spills, cracks and leaks and flow- back in the health effects of these. The City of San Luis Obispo code does not permit drilling within City Limits. However, the adverse health environment facts of fracking activity in the incorporated area or potential far-reaching as a result of our shared resources, water, air, roadways and fault-line. The City Council on behalf of its citizens calling the County Board of Supervisors to take a proactive approach and adopting Countywide prohibition on fracking on that protects the health and quality of life of all residents.   There are 7 Counties in California that have Banned Fracking on land and offshore. Here is the list of Counties. Santa Barbara, Monterey County, San Benito County, Mendocino County, Butte County, Alameda County, Beverly Hills and pending San Luis Obispo County.  As one of the citizens of San Luis Obispo County. I assert my rights to The Community Bill of Rights and The Water Protection Ordinances and My Constitutional Rights. Below is a link to EWG (Environmental Working Group) a watchdog on Environment issues in USA on Tap Water Data Bases. They have outlines all the toxic chemicals and fracking material that are currently in our water wells in San Luis Obispo County, as we speak. In addition, to the local and federal violations of the safe drinking water act. Mostly all cities in San Luis Obispo Countywide have been out of violation from 2014 to present date. California Men's Colony Prison is out of both the local and federal safe drinking water act safeguards, that are put in place to protect our health and well being and I believe that it could result in a class- act lawsuit if the prisoner's, family, friends and employees wishes to pursuit that avenue. 1 of 2 Speaking for myself, it is better to regulate these issues with whom you do the bidding for us the public with. (planning department, zoning department, air quality control board, water control board and coastal commission, US/EPA and etc) Then to go back in time and play caught up with remediation process, when environmental violations/ and health diseases has indeed already occurred to the citizens of this County. Take for instance, the Unocal 1990's oil spill of Avila Beach and the 1926 Chevron disaster on Tank Farm Road in San Luis Obispo nearly a Century has passed and they are still dealing with contamination issues at Tank Farm Road “Old” Oil Field. A person told the Telegram Tribune Newspaper that on a hot day, he can see the "oil boiling up" to the top of the surface. The location of the OLD "Tank Farm Road Oil Field" should never be a place for a man, women or child to ever live on. Personally, I believe this place has such a huge potential to still cause cancer and other illness for anyone that stays in that location for a long time frame. It should also be banned for any housing/business opportunities and if any housing/business contracts have been made already, “FULL DISCLOSURES” is a must about going forward with telling the new residents about ongoing contamination on this land and surrounding areas.
