SUBJECT: SOUTH SUDANESE DEMAND 10 STATES PER ONLINE PETITION
As the citizens of the Republic of South Sudan, we are extremely grateful and fortunate for your role as head of
States and government and for your personal efforts trying to bring peace to young Republic.
Excellencies, we would like to bring to your attention an online petition signed by South Sudanese residing locally
all over South Sudan, living in refugees camps, across the globe (diaspora), all demand a return to 10 states per the
alarming facts. Per United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), January 16th,
2020 people of South Sudan are these terrible categories:
7.2 million people in needs
1.47 million people internally displaced (IDPs & those roaming bushes in South Sudan)
2.22 million are refugees in neighboring countries
4.54 million people severely food insecure
Excellencies, we wish the above realities are not true. We wish the people of South Sudan live ordinary human lives
where each is concern with the progress and well-being one’s individual families. We wish the affected and vulnera-
ble people are able to live normal lives (farm, cultivate, educate, etc...). Unfortunately, it is not the case.
Our citizens are placed in these horrific and inhumane conditions not by natural disasters, but by a man-,made disas-
ter. In short, it is a disaster created by the
Government of the Republic of South Sudan and the Jieng Council of
Elders, known as JCE
.
Your Excellencies, we the people of South Sudan, appeal to you, Head of States and
Government of the region, to use your leverage on President Salva Kiir and restore our country’s structure
back to 10 States.
In addition, to IBC report and TBC recommendations, South Sudanese from all walks of life, representation different parts of country, currently living in the country, region, and abroad have conducted a two days petition online.
The online petition received 1500 signatures within 48 hours slot demanding the country return to 10 states.
Your Excellencies, returning South Sudan’s structure to 10 states not only bring lasting peace. Reverting it to 10
states have the below potential benefits:
1. 10 states bring lasting peace among the citizens of South Sudan (no boundary issues)
2. Agreement on the Resolution of Conflict in the Republic of South Sudan was signed on 10 states, thus

3. Majority of the people of South Sudan endorsed IBC report and TBC recommendations, returning the
country back to 10 states
4.10 states have clear borders (no annexation of other's land) which eliminates community land disputes
5.10 states unite our beautiful & diverse citizens
6.10 create an affordable and lean government (32 states = positions only)
Your Excellencies, as the suffering people of South Sudan, we demand a return to 10 based on our
online petition signed by 1500
within 48 hours. Excellencies, we appeal to you all wise leaders to use all the tools at your disposal
to ensure our young country’s structure is return to 10 states today!
We pray the Almighty Lord give you wisdom and good health as you tackle this crisis of our nation.
