to save lives & in memory of surat teenagers - new safety regulations for buildings

The Issue

Young lives were lost in Surat as neither the building management or the civic authorities were neither trained nor did they have the facilities to cope with the tragic situation.

In order to prevent such a recurrence - all Occupancy Certificates esp. for Commercial Buildings to be re-evaluated basis:

1. Is the available infrastructure able to cope up with contingency situations - safety and security wise?

2. If not, can the civic authorities bring their support system upto date?

3. In the event, the civic authorities are unable to ramp up their infrastructure, the building management in coordination with the civic authorities take mitigation steps by conducting third party risk assessment and implement preventive measures.

4. Failure do so - revoke the building's occupancy certificate until corrective steps taken and implementation reviewed and confirmed.
