UPDATE — 22 SEPTEMBER 2026

UN Secretary-General Antonio Guterres's UNGA 81 Address: The Case for Transforming the United Nations into an Earth Federation

The opening of the 81st United Nations General Assembly has produced an extraordinary moment of convergence for the Earth Federation proposition.

In his address today, UN Secretary-General António Guterres offered perhaps one of the clearest contemporary descriptions of the governance crisis confronting humanity. He warned that "fault lines in our world are widening", that "cracks have become canyons", and pointed to wars, attacks on civilians, violations of human rights, weaponisation of hunger, deaths of humanitarian workers, disregard for international law, geopolitical division, inequality, the climate crisis and the unprecedented acceleration of artificial intelligence.

His central message :  "The greatest power is not the power to dominate. It is the power to build a future that works for everyone." He reaffirmed his conviction that peace is possible and that "the power of law must prevail over the law of power." Most significantly, he declared:

"The world does not need a weaker United Nations."

We should take this statement seriously—and ask the next question.

If the world does not need a weaker United Nations, does it not urgently need a fundamentally stronger, more democratic and more capable system of planetary governance?

Guterres's diagnosis reinforces the central premise of the Earth Federation proposal: the problem is no longer simply the absence of good intentions within existing institutions. It is the growing mismatch between planetary-scale challenges and an international governance architecture still fundamentally organised around sovereign states and geopolitical power.

His speech therefore provides a powerful intellectual and moral convergence with the call for Earth Federation, even though he did not explicitly propose replacing the UN with a federation.

The Earth Federation proposition takes his argument one constitutional step further:

A stronger United Nations may be necessary—but may no longer be sufficient.
If law is to prevail over power, humanity requires institutions capable of making planetary law effective.

If peace is to prevail over war, humanity requires institutions capable of preventing geopolitical rivalry from repeatedly becoming planetary risk.

If AI, climate change and ecological disruption transcend borders, governance must acquire corresponding planetary capacity.

And if the greatest power is the power to build a future that works for everyone, then that power cannot remain concentrated in a handful of states.

The question before UNGA 81 is therefore not whether to weaken the United Nations.
It is whether humanity now has the courage to transform it.

Article 109 provides an existing constitutional pathway for comprehensive Charter review. The Earth Federation proposal asks that this review open the larger question of humanity's constitutional future.

From a weaker UN to a transformed UN.
From a transformed UN to an Earth Federation.
From the law of power to the power of law.
From geopolitical competition to planetary cooperation.

This is the constitutional conversation that UNGA 81 should now begin.
