Directly addressing the harsh reality, as an entrepreneur from the MSME sector with a vision to achieve an annual topline of ₹300 Crores by 2030, I wish to express my profound disappointment regarding the overall situation in Chakan and the surrounding areas.
I am an entrepreneur proudly working and employing people in Chakan — one of Asia’s largest auto and manufacturing hubs. Every day, thousands of trucks, workers, and families navigate severe traffic bottlenecks, inadequate roads, and missing last-mile transport links.
Chakan is undeniably Maharashtra’s industrial growth engine, but it urgently requires modern infrastructure and governance to continue driving our state towards the $1 Trillion economy dream you champion.

A] Major Problems Faced in the Chakan Industrial Belt:
Chakan, a pivotal industrial hub and a significant contributor to Maharashtra's economy, is currently grappling with a multitude of issues that hinder its sustainable growth and severely impact its inhabitants and workforce. These problems extend beyond the immediate industrial zone, affecting the quality of life for residents and the efficiency of businesses.
1.Traffic Congestion & Management:
- Immense crowding of freight vehicles and personal vehicles in peak hours.
- Traffic Police are failing to conduct local area-based analysis and develop effective action plans.
- Ad-hoc approaches by the Traffic Police to address congestion incidents are not yielding desired results.
2. Inadequate Road Infrastructure:
- Narrow and poor-quality roads.
- Lack of alternative routes.
- Insufficient drainage, road networks, and sewage systems.
3. Connectivity Issues:
- Crucial infrastructure plans (e.g., Elevated Corridor, Expressway, Semi-High-Speed Train, Bypass Railway Route, Ring Road) remain on paper, with no tangible progress on the ground.
- The Nigdi-Chakan Metro DPR is still awaiting approval. The prolonged approval process for this vital connectivity project is a significant concern.
4. Public Transport Deficiencies:
- While PMPML services exist, proper route rationalization and feeder bus services are lacking.
- PMPML needs to establish direct connectivity between Chakan and key locations in Pune and Pimpri-Chinchwad.
- Absence of shared auto-rickshaw services for internal connectivity within the area.
5. Electricity Supply Issues:
- Frequent power outages.
- High electricity tariffs for industries.
6. Environmental Degradation:
- Industrial wastewater is discharged directly into the river, with no Sewage Treatment Plant (STP) facilities provided.
- Deteriorating air and water quality.
- Improper management of industrial waste.
- Degradation of local water sources.
- Insufficient tree cover.
- Significant impact on biodiversity.
7. Illegal Construction and Encroachment:
- Unplanned growth of worker housing and related establishments.
- Encroachment on public spaces.
- Obstruction to planned development.
- Increased strain on existing infrastructure.
8. Rising Crime:
- Presence of organized crime exerting pressure on industries.
- Increased incidence of theft, robbery, and vehicle theft.
- Lack of adequate CCTV surveillance and security guards in industrial areas.
9. Labor Welfare Concerns:
- Lack of adequate hostel and transportation facilities for workers.
- Lack of upskilling vocational training institutes, skill india centers for workers.
10. Lack of Industrial Safety:
- Absence of essential safety equipment in industrial units.
- Inadequate emergency services.

B] Immediate Solutions (Short-Term Measures)
This petition highlights the urgent need for decisive action to address the multifaceted challenges plaguing the Chakan industrial belt. Our primary demand is for your esteemed office to convene an immediate meeting with all concerned government authorities, local representatives, housing federations, and industry associations.
During this crucial meeting, we urge you to establish a time-bound action plan to tackle the ten critical problems outlined in this petition. To ensure effective implementation and seamless coordination, we respectfully request the appointment of a dedicated IAS officer to oversee inter-agency efforts. Furthermore, the Divisional Commissioner should be mandated to monitor the overall implementation of this action plan.
We believe that by prioritizing these demands and adopting the proposed short-term measures, significant relief can be provided to the residents, entrepreneurs, and employees of Chakan. We sincerely hope these demands will be taken on priority to foster sustainable development and improve the quality of life in this vital region.
1. Smart Traffic Management & Freight Mobility Solutions:
- Implement a Smart Traffic Management System (STMS): Through ICCC Introduce AI-driven adaptive signal control, real-time traffic monitoring, and predictive analytics to optimize traffic flow, especially during peak hours.
- Establish a Dedicated Chakan Traffic Task Force: Form an empowered, inter-agency task force with local authority to conduct data-driven analysis, develop localized action plans, and ensure consistent enforcement, moving beyond ad-hoc responses.
- Dynamic Freight Vehicle Routing: Implement a system for dynamic routing and time-based restrictions for heavy freight vehicles, potentially including designated truck lanes or night-time movement incentives, to reduce daytime congestion.
2. Integrated Road Infrastructure Development:
- Undertake immediate repair and widening of narrow and poor-quality roads, and develop alternative routes to improve overall mobility.
- Prioritize Chowk/Junction improvement measures using.
- Complete the ₹100 Crore Chakan Bypass Network to ease chronic congestion. These three proposed roads will significantly alleviate traffic congestion at the main Chakan Chowk.
- Expedite PMRDA's proposed Missing Link Road project in Shirur and Khed Talukas, which will aid in decongesting Chakan MIDC.
3. Crucial Connectivity Project Acceleration:
- Establish a "Chakan Connectivity Project Cell" under CM's Direct Supervision: Create a dedicated cell with a mandate to fast-track all pending major infrastructure projects (Elevated Corridor, Expressway, Semi-High-Speed Train, Bypass Railway Route, Ring Road) by setting clear, time-bound milestones and ensuring public reporting on progress.
- Expedite the Pune Ring Road: Accelerate the completion of both the Inner and Outer Pune Ring Road to significantly free up the Chakan–Talegaon Industrial Belt by bypassing heavy traffic.
- Fast-Track Elevated Corridor Construction: Expedite the construction of two important elevated corridors: Nashik Phata–Khed and Talegaon–Chakan–Shikrapur Elevated Corridors, for smooth movement around Bhosari, Moshi, and Chakan.
- Build New Link Roads: Construct new link roads connecting Chakan with Pimpri-Chinchwad via Chikhali (PCMC) – Moi – Nighoje – Kharabwadi (9 km). This will provide crucial alternative connectivity.Expedite Nigdi-Chakan Metro Approval & Commencement: PCMC should approve the Metro route from Nigdi to Chakan with vital interchanges for Line 1 at Nashik Phata and Line 3 at Wakad. The State government can further expedite the approval process so that work can commence this year itself.
4. Public Transport:
- PMPML Route Optimization & Direct Connectivity: Conduct a comprehensive study for PMPML route rationalization, introducing high-frequency, direct bus services connecting Chakan to major residential and commercial hubs in Pune and Pimpri-Chinchwad, reducing transfer points.
- Integrated Feeder Bus Network & Micro-Mobility: Develop a dedicated feeder bus network within the Chakan industrial area to provide last-mile connectivity to industrial units and worker housing. Additionally, formalize and regulate shared auto-rickshaw services or introduce ride-sharing micro-mobility solutions for internal transport.
5. Reliable & Affordable Electricity Supply:
- Dedicated Industrial Power Feeder & Smart Grid Implementation: Establish dedicated, high-reliability power feeders for the Chakan industrial belt to minimize outages. Explore smart grid technologies for better load management and fault detection.
- Incentivize Renewable Energy Adoption: Offer significant subsidies, tax breaks, or low-interest loans for industries to adopt rooftop solar and other renewable energy sources, reducing reliance on the grid and lowering operational costs.
- Review and Rationalize Industrial Tariffs: Conduct an urgent, transparent review of industrial electricity tariffs to ensure competitiveness with other industrial zones and support the growth of local businesses.
6. Holistic Environmental Protection & Waste Management:
- Mandatory Centralized STP & Strict ETP Enforcement: Enforce the immediate construction and operationalization of a centralized Sewage Treatment Plant (STP) for domestic waste. Simultaneously, ensure all industries have functional Effluent Treatment Plants (ETPs) with real-time monitoring and strict penalties for non-compliance.
- Integrated Industrial & Municipal Waste Management: Implement a comprehensive waste management system for both industrial and municipal waste, focusing on source segregation, recycling, waste-to-energy initiatives, and scientific landfill management, with public awareness campaigns.
- Aggressive Afforestation & Green Belt Development: Launch a large-scale, time-bound afforestation program within and around the industrial belt to significantly increase green cover, act as a pollution buffer, and enhance biodiversity.
- Real-time Environmental Monitoring & Public Dashboards: Install advanced real-time air and water quality monitoring stations across the industrial belt, with data accessible to the public via online dashboards to ensure transparency and accountability.
7. Planned Urban Development & Anti-Encroachment Drive:
- Zero-Tolerance Enforcement & Demolition: Launch a sustained, zero-tolerance drive against all illegal construction and encroachment on public and planned spaces, with immediate demolition of unauthorized structures and strict penalties for offenders.
- GIS-Based Land Records & Drone Monitoring: Utilize Geographic Information System (GIS) technology for digital land records and deploy drone technology for continuous surveillance to prevent new encroachments and monitor land use.
8. Enhanced Security & Crime Prevention:
- Establish a Dedicated Industrial Police Unit: Form a specialized police unit specifically for the Chakan industrial belt, equipped and trained to address organized crime, extortion, and industrial security challenges.
- Mandatory & Integrated CCTV Network: Mandate and facilitate the installation of a comprehensive, integrated CCTV surveillance network across all industrial areas, with centralized monitoring and rapid response capabilities.
- Community Policing & Industry Collaboration: Foster structured collaboration between local police, industrial associations, and resident welfare associations for intelligence sharing, regular patrols, and proactive crime prevention initiatives.
9. Improved Labor Welfare Infrastructure:
- Develop Affordable & Regulated Worker Housing: Implement a planned, incentivized scheme for the development of affordable, regulated housing and dormitory facilities for industrial workers to curb unplanned growth and provide dignified living conditions.
- Incentivize Private Sector for Hostels & Transport: Offer attractive incentives (e.g., land, tax benefits) to private developers and transport providers to build and operate modern, affordable hostels and dedicated, safe transportation services for industrial workers.
- Skill Development & Digital Employment Exchange: Establish a state-of-the-art vocational training center in Chakan aligned with industry needs and launch a digital employment exchange platform to connect skilled labor with industrial opportunities.
10. Strengthened Industrial Safety & Emergency Response:
- Mandatory Independent Safety Audits & Compliance: Enforce regular, independent safety audits for all industrial units, with strict penalties for non-compliance with safety regulations and mandatory corrective action plans.
- Upgrade Emergency Response Infrastructure: Significantly enhance the capabilities of local fire, medical, and disaster response services with modern equipment, increased personnel, and advanced training to ensure rapid and effective response times during industrial emergencies.
- Establish a Centralized Emergency Control Room: Create a central control room for the industrial belt to coordinate all emergency services, facilitate rapid communication, and manage crisis situations efficiently.

C] Long-Term Vision (Mid & Long-Term Measures)
The following suggestions outline our mid and long-term demands, which are crucial for Chakan's sustainable development and its long-term position as an industrial magnet. Careful planning and a time-bound implementation plan must be prepared.
1. New Industrial Corporation or Industrial Council for Chakan-Talegaon:
We strongly recommend the Hon. Chief Minister declare the Chakan and Talegaon MIDC areas as an Industrial Municipal Corporation or an Industrial Council. This urban local body should be headed by an IAS officer with a special focus on economic development, job creation, worker housing colonies and welfare, and efficient commuting solutions. This will provide dedicated governance and strategic direction for the flourishing industrial belt.
2. Urban Street Design Implementation:
Develop roads in accordance with Urban Street Design principles. All roads should feature proper shaded walkways, dedicated cycle tracks, well-designed bus stops, and service ducts for underground utilities such as electricity and fiber optics. Ensure the development and proper maintenance of adequate stormwater and drainage systems.
3. Prioritised PCMC DP Road Development adjacent to Chakan:
PCMC should prioritize the development of DP (Development Plan) roads in the vicinity of Chakan MIDC, specifically in the areas of Talawade, Chikhali, Moshi, Charholi, Dudulgaon, and along the Dehu-Alandi road. These roads are vital for improving local connectivity and easing traffic flow.
4. Enhanced Signal-Free Connectivity in PCMC to benefit Chakan:
- Nigdi to Moshi / Spine Road Extension: Extend the Spine Road from Wadmukhwadi to Wagholi (entirely Greenfield). Once completed, this road will commence from Kiwale at the junction of the Pune-Mumbai Expressway and Pune-Mumbai bypass, subsequently connecting to the Ravet-Aundh road, Pune-Mumbai Old Highway, Telco Road, Pune-Nashik Highway, Pune-Alandi Road, and Pune-Shirur Highway at Wagholi.
- Kiwale - Nigdi - Talawade Road: Strengthen and optimize this existing corridor.
- Nigdi - Talawade - Chakan MIDC (Branch through Defense Land): Expedite the development of this branch, partially Greenfield, to provide a crucial direct link.
- Dehuroad - Chincholi - Dehu (Missing Link): Fast-track the development of this route, cutting across Defense land, as it will serve as a vital missing link between Talegaon-Chakan NH548D and the Mumbai-Pune bypass NH48.
- Dehu to Hinjawadi via Mamurdi: Develop this route for improved connectivity.
- Nigdi to Dange Chowk via Walhekarwadi: This link will serve as an additional extension to the Spine Road, enhancing connectivity.
- Chikhali to Hinjawadi via Khandoba Mal, Akurdi: Develop this route for seamless access.
- Chikhali to Hinjawadi via Chinchwad Station: Improve this crucial link.
- Chikhali to Hinjawadi via Kalewadi: Enhance this connectivity corridor.
- Chakan to Hinjawadi via Bhosari: Develop this direct route.
- Alandi to Vishrantwadi: Improve this connection.
- Alandi to Vishrantwadi via Dhanori: Enhance this alternative route.
5. Accelerated Elevated Corridor Development:
The Maharashtra State Government is developing six crucial elevated corridors. Out of these six, only three roads are currently under the tender process. We urge the State Government to expedite land acquisition, DPR (Detailed Project Report) finalization, and fund approval for all the remaining three corridors. This will significantly benefit Pimpri-Chinchwad, Pune, and the surrounding industrial and residential zones within the PMRDA, providing a lasting solution to traffic bottlenecks and boosting economic growth.
- Talegaon - Chakan - Shikrapur: Approved; ₹3,146.85 crore allocated, tender process ongoing.
- Hadapsar - Yavat (Solapur Highway): Approved; ₹3,123.92 crore allocated, tender process ongoing.
- Pune - Shirur (Nagar Highway): DPR finalized; tender process under preparation.
- Nashik Phata - Khed (Nashik Highway): Detailed Project Report (DPR) under preparation; tender process yet to be initiated.
- Ravet - Narhe (Mumbai Bengaluru Highway): DPR finalized; tender process expected to start soon.
- Narhe Phata - Katraj (Mumbai Bengaluru Highway): DPR under preparation; project in planning stage.
6. Comprehensive Pune Ring Road Development:
- Outer Ring Road (MSRDC): The Outer Ring Road, a 172-km long and 110-meter-wide thoroughfare, is currently under construction by the Maharashtra State Road Development Corporation (MSRDC) at an estimated cost of ₹42,711 crores. Once completed, this vital artery will significantly reduce travel time for vehicles commuting between Mumbai and cities such as Solapur, Satara, Sangli, Kolhapur, Ahmednagar, Chhatrapati Sambhaji Nagar, Nashik, Mulshi, and Panshet. By providing seamless interchanges for five national highways and two state highways, it will effectively bypass Pune and Pimpri-Chinchwad cities, thereby alleviating traffic congestion within these urban areas. We urge you to develop the section near Hinjawadi on priority.
- Inner Ring Road (PMRDA): The Pune Metropolitan Region Development Authority (PMRDA) has commendably allocated essential funds for the long-awaited inner ring road project in its 2024-25 budget. PMRDA is actively constructing this 128-km long, 65-meter-wide road, which promises to enhance intra-city connectivity. This ring road passes through Hinjawadi IT Park; therefore, its development is vital for seamless connectivity.
- Missing Links to Ring Road: To further enhance connectivity to Pimpri-Chinchwad, we propose that PMRDA develop the following two crucial missing links:
- Mukai Chowk, Kiwale (PCMC) - Sangavade - Chandkhed (10 km): This link will connect the Outer Ring Road (Chandkhed) and Inner Ring Road (Sangavade) to the western part of Pimpri-Chinchwad and further extend to Spine Road. PCMC has recently approved the Mamurdi-Sangavade bridge on the Pavana River, which can be considered as a part of this strategic link.
- Chikhali (PCMC) - Moi - Nighoje - Kharabwadi (9 km): Connecting Nighoje to Kharabwadi and Moi to Chikhali will provide seamless connectivity to Pimpri-Chinchwad. Additionally, the Indrayani River bridge connecting Chikhali & Moi should be widened to 6 lanes, ensuring seamless connectivity between the Outer and Inner Ring Roads and the Talegaon-Chakan highway to the northern parts of Pimpri-Chinchwad.
7. Enhanced Metro Connectivity for Chakan:
For efficient, hassle-free commutes and to encourage industrial growth, metro connectivity is crucial. We suggest the following enhancements to metro connectivity to and within the Chakan industrial belt, vital for improving public transport and easing traffic congestion:
- Integrate Metro with Line 3 - Hinjawadi-Shivajinagar: Regarding the proposed Nigdi–Chakan route (via Wakad, Nashik Phata, Moshi), if Pune Metro adopts the Line 3 Shivajinagar-Hinjawadi technology (Third Rail), it will be possible to directly link the metro from Nigdi and Chakan to the existing Hinjawadi route, thereby avoiding the need for an interchange at Wakad.
- Metro Ring Corridor for Future Growth: Plan for a Metro Ring Corridor to serve future growth. This includes a suggested route from Nigdi to Chakan via Rupeenagar, Talawade, and Kharabwadi. This route would serve as a crucial missing link for the already-approved DPR of the Nigdi-Chakan Metro, effectively creating a comprehensive Metro Ring for Pimpri-Chinchwad and Chakan. A DPR study for this new missing link should be initiated immediately.
- Optimize Pune Metro Line 2 Extension (Ramwadi to Lohegaon Airport): Currently, Pune Metro is conducting a DPR study for the Line 2 Extension and a spur line from Ramwadi to Pune Airport, Lohegaon (approximately 4 km). We propose that instead of a spur link from Ramwadi, a spur from Sangam Bridge be considered. This alternative link could connect Tingare Nagar, Vishrantwadi, and Sangamwadi to the Civil Court Metro Station, enhancing connectivity for these areas.
- Extend Metro Connectivity Northwards from Lohegaon Airport: From Lohegaon Airport, we propose extending the metro towards the north by connecting Dhanori, Dighi, Charholi, and Alandi. This extension could further be extended towards Chakan, providing vital long-term connectivity.
- Metro Feeder Services: Create feeder routes from metro stations to connect internal industrial areas, utilizing mini AC buses for this purpose. Approve shared e-rickshaw services on feeder routes within a 3 km radius of metro stations. Grant approval to Bike Taxis, which have proven to be effective in densely populated areas. Connect long-distance State Transport (ST) and Private buses to nearby metro stations.The proposed SkyBus project in Hinjawadi can be a useful model for implementation in Chakan.
8. Multimodal Transport Hub Development:
Develop Integrated Transport Hubs at proposed Metro stations, Bypass railway stations, and Semi-High-Speed Train stations at Chakan, similar to the Swargate Multimodal Hub. Each Multimodal Hub should integrate all modes of transport, including Metro, BRT, PMPML buses, state transport buses, private buses, and auto-rickshaws. These hubs should feature ample parking, charging stations, restrooms, a café and entertainment zone, and digital signage. Develop Modern ISBT (Inter-State Bus Terminal)/Busport facilities at Moshi & Chakan to facilitate intercity and interstate transport.
9. Bypass Railway & Railway Freight Terminal:
- Expedite Bypass Railway Route: As proposed in CMP 2025, expedite the bypass railway route Talegaon - Chakan - Shikrapur - Lonikalbhor. This bypass railway line can be utilized for both logistics and local passenger trains.
- Railway Freight Terminal at Talegaon: Relocating the existing freight terminal from Chinchwad to Talegaon will significantly support the Talegaon-Chakan industrial belt by improving freight movement efficiency.
10. Enhanced Pune Airport Connectivity:
- Connectivity to Lohegaon, Pune Airport: With the help of PMRDA and PCMC, signal-free connectivity from Chakan to Pune Airport, Lohegaon (via Alandi, Dighi, Vishrantwadi) is essential. If land acquisition for road widening proves difficult, authorities should consider elevated or double-decker (metro + road) corridors.
- Connectivity to New Pune Airport at Purandar: A dedicated greenfield connector from the Pune Ring Road (Outer) is essential for establishing seamless and fast connectivity with the New Pune Airport currently under development at Purandar. The travel time from Chakan to the New Pune Airport should be a maximum of 45 minutes via the Ring Road + Airport Connector.
11. Multimodal Logistic Park Development:
- Talegaon will benefit from excellent connectivity due to the Pune Inner & Outer Ring Road. Therefore, developing a Logistic Park there would greatly benefit the industrial areas in the Talegaon-Chakan belt. Relocating the existing freight terminal from Chinchwad to Talegaon and developing the Passenger terminal at Chinchwad will create a win-win situation for urban and industrial growth.
- To alleviate traffic congestion in Pimpri-Chinchwad city, two truck terminals are being constructed in Talegaon, located on the outskirts of the city in the MIDC area. Fast-track completion of both phases will provide much-needed relief from traffic congestion on the Talegaon-Chakan-Shikrapur route. Over 5,000 goods carriers pass through the city daily. Phase 1: Near Flower Cultivation Center, Nanoli Phata. Phase 2: Badhalevadi-Mindewadi.
12. Semi-High-Speed Train & Industrial Greenfield Expressway:
- Pune-Nashik Semi-High-Speed Train: The route alignment for the Pune-Nashik Semi-High-Speed Train is almost finalized, and land acquisition is in process. Fast-track approvals for this crucial railway connectivity between Pune and Nashik will be a game-changer for Chakan.
- Industrial Expressway: An Industrial Expressway connecting Pune and Nashik, starting near Talawade and intersecting the Pune Ring Road, will boost economic growth in the Chakan-Talegaon region.
13. Green Chakan Mission: Tree Plantation
- Strategic To combat environmental degradation and enhance green cover in the Chakan industrial belt, we propose the following concise and actionable tree plantation initiatives:
- Mandatory Industrial Greening: All manufacturing units, including those under PMRDA approval, must immediately undertake dense "Ghan Van" or Miyawaki-concept plantations in front of their respective plots, utilizing only native species. These units will be responsible for nurturing these plantations.
- MIDC Land for Corporate Greening: MIDC should release its allocated open plots, which are essential for greening and carbon emission mitigation, to corporates under 3-5 year Memoranda of Understanding (MoUs). MIDC must ensure the provision of water and chain-link fencing for these plots.
- Community-Wide Afforestation: All Gram Panchayats are urged to undertake comprehensive tree plantation drives on open spaces within their jurisdictions and commit to nurturing the saplings for a minimum of three years.
14. Green Chakan Mission: Environmental Sustainability and Conservation
- Plastic Recycling Plant Commissioning: A plastic recycling plant must be commissioned on MIDC land, utilizing the dedicated 6 acres allocated in Phase 2. This unit needs to be operationalized on a war footing. The Chakan Industrial Association should form a dedicated committee or body for end-to-end recycling, which will monitor plastic waste generated across the Chakan region and conduct systematic awareness campaigns for wet, dry, and plastic waste segregation, collection, and recycling.
- Ecological Transformation of Landscape: All roads should feature 2-3 tier plantations. Hills (such as Bhamchandra, Bhandara, small mounds, and river riparian zones) must be converted into green zones through an ecological approach, guided by an expert panel.

I am an entrepreneur proudly working and employing people in Chakan — one of Asia’s largest auto and manufacturing hubs. Every day, thousands of trucks, workers, and families navigate severe traffic bottlenecks, inadequate roads, and missing last-mile transport links.
Chakan is undeniably Maharashtra’s industrial growth engine, but it urgently requires modern infrastructure and governance to continue driving our state towards the $1 Trillion economy dream you champion.

A] Major Problems Faced in the Chakan Industrial Belt:
Chakan, a pivotal industrial hub and a significant contributor to Maharashtra's economy, is currently grappling with a multitude of issues that hinder its sustainable growth and severely impact its inhabitants and workforce. These problems extend beyond the immediate industrial zone, affecting the quality of life for residents and the efficiency of businesses.
1.Traffic Congestion & Management:
- Immense crowding of freight vehicles and personal vehicles in peak hours.
- Traffic Police are failing to conduct local area-based analysis and develop effective action plans.
- Ad-hoc approaches by the Traffic Police to address congestion incidents are not yielding desired results.
2. Inadequate Road Infrastructure:
- Narrow and poor-quality roads.
- Lack of alternative routes.
- Insufficient drainage, road networks, and sewage systems.
3. Connectivity Issues:
- Crucial infrastructure plans (e.g., Elevated Corridor, Expressway, Semi-High-Speed Train, Bypass Railway Route, Ring Road) remain on paper, with no tangible progress on the ground.
- The Nigdi-Chakan Metro DPR is still awaiting approval. The prolonged approval process for this vital connectivity project is a significant concern.
4. Public Transport Deficiencies:
- While PMPML services exist, proper route rationalization and feeder bus services are lacking.
- PMPML needs to establish direct connectivity between Chakan and key locations in Pune and Pimpri-Chinchwad.
- Absence of shared auto-rickshaw services for internal connectivity within the area.
5. Electricity Supply Issues:
- Frequent power outages.
- High electricity tariffs for industries.
6. Environmental Degradation:
- Industrial wastewater is discharged directly into the river, with no Sewage Treatment Plant (STP) facilities provided.
- Deteriorating air and water quality.
- Improper management of industrial waste.
- Degradation of local water sources.
- Insufficient tree cover.
- Significant impact on biodiversity.
7. Illegal Construction and Encroachment:
- Unplanned growth of worker housing and related establishments.
- Encroachment on public spaces.
- Obstruction to planned development.
- Increased strain on existing infrastructure.
8. Rising Crime:
- Presence of organized crime exerting pressure on industries.
- Increased incidence of theft, robbery, and vehicle theft.
- Lack of adequate CCTV surveillance and security guards in industrial areas.

This petition highlights the urgent need for decisive action to address the multifaceted challenges plaguing the Chakan industrial belt. Our primary demand is for your esteemed office to convene an immediate meeting with all concerned government authorities, local representatives, housing federations, and industry associations.
During this crucial meeting, we urge you to establish a time-bound action plan to tackle the ten critical problems outlined in this petition. To ensure effective implementation and seamless coordination, we respectfully request the appointment of a dedicated IAS officer to oversee inter-agency efforts. Furthermore, the Divisional Commissioner should be mandated to monitor the overall implementation of this action plan.
We believe that by prioritizing these demands and adopting the proposed short-term measures, significant relief can be provided to the residents, entrepreneurs, and employees of Chakan. We sincerely hope these demands will be taken on priority to foster sustainable development and improve the quality of life in this vital region.
1. Smart Traffic Management & Freight Mobility Solutions:
- Implement a Smart Traffic Management System (STMS): Through ICCC Introduce AI-driven adaptive signal control, real-time traffic monitoring, and predictive analytics to optimize traffic flow, especially during peak hours.
- Establish a Dedicated Chakan Traffic Task Force: Form an empowered, inter-agency task force with local authority to conduct data-driven analysis, develop localized action plans, and ensure consistent enforcement, moving beyond ad-hoc responses.
- Dynamic Freight Vehicle Routing: Implement a system for dynamic routing and time-based restrictions for heavy freight vehicles, potentially including designated truck lanes or night-time movement incentives, to reduce daytime congestion.
2. Integrated Road Infrastructure Development:
- Undertake immediate repair and widening of narrow and poor-quality roads, and develop alternative routes to improve overall mobility.
- Prioritize Chowk/Junction improvement measures using.
- Complete the ₹100 Crore Chakan Bypass Network to ease chronic congestion. These three proposed roads will significantly alleviate traffic congestion at the main Chakan Chowk.
- Expedite PMRDA's proposed Missing Link Road project in Shirur and Khed Talukas, which will aid in decongesting Chakan MIDC.
3. Crucial Connectivity Project Acceleration:
- Establish a "Chakan Connectivity Project Cell" under CM's Direct Supervision: Create a dedicated cell with a mandate to fast-track all pending major infrastructure projects (Elevated Corridor, Expressway, Semi-High-Speed Train, Bypass Railway Route, Ring Road) by setting clear, time-bound milestones and ensuring public reporting on progress.
- Expedite the Pune Ring Road: Accelerate the completion of both the Inner and Outer Pune Ring Road to significantly free up the Chakan–Talegaon Industrial Belt by bypassing heavy traffic.
- Fast-Track Elevated Corridor Construction: Expedite the construction of two important elevated corridors: Nashik Phata–Khed and Talegaon–Chakan–Shikrapur Elevated Corridors, for smooth movement around Bhosari, Moshi, and Chakan.
- Build New Link Roads: Construct new link roads connecting Chakan with Pimpri-Chinchwad via Chikhali (PCMC) – Moi – Nighoje – Kharabwadi (9 km). This will provide crucial alternative connectivity.Expedite Nigdi-Chakan Metro Approval & Commencement: PCMC should approve the Metro route from Nigdi to Chakan with vital interchanges for Line 1 at Nashik Phata and Line 3 at Wakad. The State government can further expedite the approval process so that work can commence this year itself.
4. Public Transport:
- PMPML Route Optimization & Direct Connectivity: Conduct a comprehensive study for PMPML route rationalization, introducing high-frequency, direct bus services connecting Chakan to major residential and commercial hubs in Pune and Pimpri-Chinchwad, reducing transfer points.
- Integrated Feeder Bus Network & Micro-Mobility: Develop a dedicated feeder bus network within the Chakan industrial area to provide last-mile connectivity to industrial units and worker housing. Additionally, formalize and regulate shared auto-rickshaw services or introduce ride-sharing micro-mobility solutions for internal transport.
5. Reliable & Affordable Electricity Supply:
- Dedicated Industrial Power Feeder & Smart Grid Implementation: Establish dedicated, high-reliability power feeders for the Chakan industrial belt to minimize outages. Explore smart grid technologies for better load management and fault detection.
- Incentivize Renewable Energy Adoption: Offer significant subsidies, tax breaks, or low-interest loans for industries to adopt rooftop solar and other renewable energy sources, reducing reliance on the grid and lowering operational costs.
- Review and Rationalize Industrial Tariffs: Conduct an urgent, transparent review of industrial electricity tariffs to ensure competitiveness with other industrial zones and support the growth of local businesses.
6. Holistic Environmental Protection & Waste Management:
- Mandatory Centralized STP & Strict ETP Enforcement: Enforce the immediate construction and operationalization of a centralized Sewage Treatment Plant (STP) for domestic waste. Simultaneously, ensure all industries have functional Effluent Treatment Plants (ETPs) with real-time monitoring and strict penalties for non-compliance.
- Integrated Industrial & Municipal Waste Management: Implement a comprehensive waste management system for both industrial and municipal waste, focusing on source segregation, recycling, waste-to-energy initiatives, and scientific landfill management, with public awareness campaigns.
- Aggressive Afforestation & Green Belt Development: Launch a large-scale, time-bound afforestation program within and around the industrial belt to significantly increase green cover, act as a pollution buffer, and enhance biodiversity.
- Real-time Environmental Monitoring & Public Dashboards: Install advanced real-time air and water quality monitoring stations across the industrial belt, with data accessible to the public via online dashboards to ensure transparency and accountability.
7. Planned Urban Development & Anti-Encroachment Drive:
- Zero-Tolerance Enforcement & Demolition: Launch a sustained, zero-tolerance drive against all illegal construction and encroachment on public and planned spaces, with immediate demolition of unauthorized structures and strict penalties for offenders.
- GIS-Based Land Records & Drone Monitoring: Utilize Geographic Information System (GIS) technology for digital land records and deploy drone technology for continuous surveillance to prevent new encroachments and monitor land use.
8. Enhanced Security & Crime Prevention:
- Establish a Dedicated Industrial Police Unit: Form a specialized police unit specifically for the Chakan industrial belt, equipped and trained to address organized crime, extortion, and industrial security challenges.
- Mandatory & Integrated CCTV Network: Mandate and facilitate the installation of a comprehensive, integrated CCTV surveillance network across all industrial areas, with centralized monitoring and rapid response capabilities.
- Community Policing & Industry Collaboration: Foster structured collaboration between local police, industrial associations, and resident welfare associations for intelligence sharing, regular patrols, and proactive crime prevention initiatives.
9. Improved Labor Welfare Infrastructure:
- Develop Affordable & Regulated Worker Housing: Implement a planned, incentivized scheme for the development of affordable, regulated housing and dormitory facilities for industrial workers to curb unplanned growth and provide dignified living conditions.
- Incentivize Private Sector for Hostels & Transport: Offer attractive incentives (e.g., land, tax benefits) to private developers and transport providers to build and operate modern, affordable hostels and dedicated, safe transportation services for industrial workers.
- Skill Development & Digital Employment Exchange: Establish a state-of-the-art vocational training center in Chakan aligned with industry needs and launch a digital employment exchange platform to connect skilled labor with industrial opportunities.
10. Strengthened Industrial Safety & Emergency Response:
- Mandatory Independent Safety Audits & Compliance: Enforce regular, independent safety audits for all industrial units, with strict penalties for non-compliance with safety regulations and mandatory corrective action plans.
- Upgrade Emergency Response Infrastructure: Significantly enhance the capabilities of local fire, medical, and disaster response services with modern equipment, increased personnel, and advanced training to ensure rapid and effective response times during industrial emergencies.
- Establish a Centralized Emergency Control Room: Create a central control room for the industrial belt to coordinate all emergency services, facilitate rapid communication, and manage crisis situations efficiently.

C] Long-Term Vision (Mid & Long-Term Measures)
The following suggestions outline our mid and long-term demands, which are crucial for Chakan's sustainable development and its long-term position as an industrial magnet. Careful planning and a time-bound implementation plan must be prepared.
1. New Industrial Corporation or Industrial Council for Chakan-Talegaon:
We strongly recommend the Hon. Chief Minister declare the Chakan and Talegaon MIDC areas as an Industrial Municipal Corporation or an Industrial Council. This urban local body should be headed by an IAS officer with a special focus on economic development, job creation, worker housing colonies and welfare, and efficient commuting solutions. This will provide dedicated governance and strategic direction for the flourishing industrial belt.
2. Urban Street Design Implementation:
Develop roads in accordance with Urban Street Design principles. All roads should feature proper shaded walkways, dedicated cycle tracks, well-designed bus stops, and service ducts for underground utilities such as electricity and fiber optics. Ensure the development and proper maintenance of adequate stormwater and drainage systems.
3. Prioritised PCMC DP Road Development adjacent to Chakan:
PCMC should prioritize the development of DP (Development Plan) roads in the vicinity of Chakan MIDC, specifically in the areas of Talawade, Chikhali, Moshi, Charholi, Dudulgaon, and along the Dehu-Alandi road. These roads are vital for improving local connectivity and easing traffic flow.
4. Enhanced Signal-Free Connectivity in PCMC to benefit Chakan:
- Nigdi to Moshi / Spine Road Extension: Extend the Spine Road from Wadmukhwadi to Wagholi (entirely Greenfield). Once completed, this road will commence from Kiwale at the junction of the Pune-Mumbai Expressway and Pune-Mumbai bypass, subsequently connecting to the Ravet-Aundh road, Pune-Mumbai Old Highway, Telco Road, Pune-Nashik Highway, Pune-Alandi Road, and Pune-Shirur Highway at Wagholi.
- Kiwale - Nigdi - Talawade Road: Strengthen and optimize this existing corridor.
- Nigdi - Talawade - Chakan MIDC (Branch through Defense Land): Expedite the development of this branch, partially Greenfield, to provide a crucial direct link.
- Dehuroad - Chincholi - Dehu (Missing Link): Fast-track the development of this route, cutting across Defense land, as it will serve as a vital missing link between Talegaon-Chakan NH548D and the Mumbai-Pune bypass NH48.
- Dehu to Hinjawadi via Mamurdi: Develop this route for improved connectivity.
- Nigdi to Dange Chowk via Walhekarwadi: This link will serve as an additional extension to the Spine Road, enhancing connectivity.
- Chikhali to Hinjawadi via Khandoba Mal, Akurdi: Develop this route for seamless access.
- Chikhali to Hinjawadi via Chinchwad Station: Improve this crucial link.
- Chikhali to Hinjawadi via Kalewadi: Enhance this connectivity corridor.
- Chakan to Hinjawadi via Bhosari: Develop this direct route.
- Alandi to Vishrantwadi: Improve this connection.
- Alandi to Vishrantwadi via Dhanori: Enhance this alternative route.
5. Accelerated Elevated Corridor Development:
The Maharashtra State Government is developing six crucial elevated corridors. Out of these six, only three roads are currently under the tender process. We urge the State Government to expedite land acquisition, DPR (Detailed Project Report) finalization, and fund approval for all the remaining three corridors. This will significantly benefit Pimpri-Chinchwad, Pune, and the surrounding industrial and residential zones within the PMRDA, providing a lasting solution to traffic bottlenecks and boosting economic growth.
- Talegaon - Chakan - Shikrapur: Approved; ₹3,146.85 crore allocated, tender process ongoing.
- Hadapsar - Yavat (Solapur Highway): Approved; ₹3,123.92 crore allocated, tender process ongoing.
- Pune - Shirur (Nagar Highway): DPR finalized; tender process under preparation.
- Nashik Phata - Khed (Nashik Highway): Detailed Project Report (DPR) under preparation; tender process yet to be initiated.
- Ravet - Narhe (Mumbai Bengaluru Highway): DPR finalized; tender process expected to start soon.
- Narhe Phata - Katraj (Mumbai Bengaluru Highway): DPR under preparation; project in planning stage.
6. Comprehensive Pune Ring Road Development:
- Outer Ring Road (MSRDC): The Outer Ring Road, a 172-km long and 110-meter-wide thoroughfare, is currently under construction by the Maharashtra State Road Development Corporation (MSRDC) at an estimated cost of ₹42,711 crores. Once completed, this vital artery will significantly reduce travel time for vehicles commuting between Mumbai and cities such as Solapur, Satara, Sangli, Kolhapur, Ahmednagar, Chhatrapati Sambhaji Nagar, Nashik, Mulshi, and Panshet. By providing seamless interchanges for five national highways and two state highways, it will effectively bypass Pune and Pimpri-Chinchwad cities, thereby alleviating traffic congestion within these urban areas. We urge you to develop the section near Hinjawadi on priority.
- Inner Ring Road (PMRDA): The Pune Metropolitan Region Development Authority (PMRDA) has commendably allocated essential funds for the long-awaited inner ring road project in its 2024-25 budget. PMRDA is actively constructing this 128-km long, 65-meter-wide road, which promises to enhance intra-city connectivity. This ring road passes through Hinjawadi IT Park; therefore, its development is vital for seamless connectivity.
- Missing Links to Ring Road: To further enhance connectivity to Pimpri-Chinchwad, we propose that PMRDA develop the following two crucial missing links:
- Mukai Chowk, Kiwale (PCMC) - Sangavade - Chandkhed (10 km): This link will connect the Outer Ring Road (Chandkhed) and Inner Ring Road (Sangavade) to the western part of Pimpri-Chinchwad and further extend to Spine Road. PCMC has recently approved the Mamurdi-Sangavade bridge on the Pavana River, which can be considered as a part of this strategic link.
- Chikhali (PCMC) - Moi - Nighoje - Kharabwadi (9 km): Connecting Nighoje to Kharabwadi and Moi to Chikhali will provide seamless connectivity to Pimpri-Chinchwad. Additionally, the Indrayani River bridge connecting Chikhali & Moi should be widened to 6 lanes, ensuring seamless connectivity between the Outer and Inner Ring Roads and the Talegaon-Chakan highway to the northern parts of Pimpri-Chinchwad.
7. Enhanced Metro Connectivity for Chakan:
For efficient, hassle-free commutes and to encourage industrial growth, metro connectivity is crucial. We suggest the following enhancements to metro connectivity to and within the Chakan industrial belt, vital for improving public transport and easing traffic congestion:
- Integrate Metro with Line 3 - Hinjawadi-Shivajinagar: Regarding the proposed Nigdi–Chakan route (via Wakad, Nashik Phata, Moshi), if Pune Metro adopts the Line 3 Shivajinagar-Hinjawadi technology (Third Rail), it will be possible to directly link the metro from Nigdi and Chakan to the existing Hinjawadi route, thereby avoiding the need for an interchange at Wakad.
- Metro Ring Corridor for Future Growth: Plan for a Metro Ring Corridor to serve future growth. This includes a suggested route from Nigdi to Chakan via Rupeenagar, Talawade, and Kharabwadi. This route would serve as a crucial missing link for the already-approved DPR of the Nigdi-Chakan Metro, effectively creating a comprehensive Metro Ring for Pimpri-Chinchwad and Chakan. A DPR study for this new missing link should be initiated immediately.
- Optimize Pune Metro Line 2 Extension (Ramwadi to Lohegaon Airport): Currently, Pune Metro is conducting a DPR study for the Line 2 Extension and a spur line from Ramwadi to Pune Airport, Lohegaon (approximately 4 km). We propose that instead of a spur link from Ramwadi, a spur from Sangam Bridge be considered. This alternative link could connect Tingare Nagar, Vishrantwadi, and Sangamwadi to the Civil Court Metro Station, enhancing connectivity for these areas.
- Extend Metro Connectivity Northwards from Lohegaon Airport: From Lohegaon Airport, we propose extending the metro towards the north by connecting Dhanori, Dighi, Charholi, and Alandi. This extension could further be extended towards Chakan, providing vital long-term connectivity.
- Metro Feeder Services: Create feeder routes from metro stations to connect internal industrial areas, utilizing mini AC buses for this purpose. Approve shared e-rickshaw services on feeder routes within a 3 km radius of metro stations. Grant approval to Bike Taxis, which have proven to be effective in densely populated areas. Connect long-distance State Transport (ST) and Private buses to nearby metro stations.The proposed SkyBus project in Hinjawadi can be a useful model for implementation in Chakan.
8. Multimodal Transport Hub Development:
Develop Integrated Transport Hubs at proposed Metro stations, Bypass railway stations, and Semi-High-Speed Train stations at Chakan, similar to the Swargate Multimodal Hub. Each Multimodal Hub should integrate all modes of transport, including Metro, BRT, PMPML buses, state transport buses, private buses, and auto-rickshaws. These hubs should feature ample parking, charging stations, restrooms, a café and entertainment zone, and digital signage. Develop Modern ISBT (Inter-State Bus Terminal)/Busport facilities at Moshi & Chakan to facilitate intercity and interstate transport.
9. Bypass Railway & Railway Freight Terminal:
- Expedite Bypass Railway Route: As proposed in CMP 2025, expedite the bypass railway route Talegaon - Chakan - Shikrapur - Lonikalbhor. This bypass railway line can be utilized for both logistics and local passenger trains.
- Railway Freight Terminal at Talegaon: Relocating the existing freight terminal from Chinchwad to Talegaon will significantly support the Talegaon-Chakan industrial belt by improving freight movement efficiency.
10. Enhanced Pune Airport Connectivity:
- Connectivity to Lohegaon, Pune Airport: With the help of PMRDA and PCMC, signal-free connectivity from Chakan to Pune Airport, Lohegaon (via Alandi, Dighi, Vishrantwadi) is essential. If land acquisition for road widening proves difficult, authorities should consider elevated or double-decker (metro + road) corridors.
- Connectivity to New Pune Airport at Purandar: A dedicated greenfield connector from the Pune Ring Road (Outer) is essential for establishing seamless and fast connectivity with the New Pune Airport currently under development at Purandar. The travel time from Chakan to the New Pune Airport should be a maximum of 45 minutes via the Ring Road + Airport Connector.
11. Multimodal Logistic Park Development:
- Talegaon will benefit from excellent connectivity due to the Pune Inner & Outer Ring Road. Therefore, developing a Logistic Park there would greatly benefit the industrial areas in the Talegaon-Chakan belt. Relocating the existing freight terminal from Chinchwad to Talegaon and developing the Passenger terminal at Chinchwad will create a win-win situation for urban and industrial growth.
- To alleviate traffic congestion in Pimpri-Chinchwad city, two truck terminals are being constructed in Talegaon, located on the outskirts of the city in the MIDC area. Fast-track completion of both phases will provide much-needed relief from traffic congestion on the Talegaon-Chakan-Shikrapur route. Over 5,000 goods carriers pass through the city daily. Phase 1: Near Flower Cultivation Center, Nanoli Phata. Phase 2: Badhalevadi-Mindewadi.
12. Semi-High-Speed Train & Industrial Greenfield Expressway:
- Pune-Nashik Semi-High-Speed Train: The route alignment for the Pune-Nashik Semi-High-Speed Train is almost finalized, and land acquisition is in process. Fast-track approvals for this crucial railway connectivity between Pune and Nashik will be a game-changer for Chakan.
- Industrial Expressway: An Industrial Expressway connecting Pune and Nashik, starting near Talawade and intersecting the Pune Ring Road, will boost economic growth in the Chakan-Talegaon region.
13. Green Chakan Mission: Tree Plantation
- Strategic To combat environmental degradation and enhance green cover in the Chakan industrial belt, we propose the following concise and actionable tree plantation initiatives:
- Mandatory Industrial Greening: All manufacturing units, including those under PMRDA approval, must immediately undertake dense "Ghan Van" or Miyawaki-concept plantations in front of their respective plots, utilizing only native species. These units will be responsible for nurturing these plantations.
- MIDC Land for Corporate Greening: MIDC should release its allocated open plots, which are essential for greening and carbon emission mitigation, to corporates under 3-5 year Memoranda of Understanding (MoUs). MIDC must ensure the provision of water and chain-link fencing for these plots.
- Community-Wide Afforestation: All Gram Panchayats are urged to undertake comprehensive tree plantation drives on open spaces within their jurisdictions and commit to nurturing the saplings for a minimum of three years.
14. Green Chakan Mission: Environmental Sustainability and Conservation
- Plastic Recycling Plant Commissioning: A plastic recycling plant must be commissioned on MIDC land, utilizing the dedicated 6 acres allocated in Phase 2. This unit needs to be operationalized on a war footing. The Chakan Industrial Association should form a dedicated committee or body for end-to-end recycling, which will monitor plastic waste generated across the Chakan region and conduct systematic awareness campaigns for wet, dry, and plastic waste segregation, collection, and recycling.
- Ecological Transformation of Landscape: All roads should feature 2-3 tier plantations. Hills (such as Bhamchandra, Bhandara, small mounds, and river riparian zones) must be converted into green zones through an ecological approach, guided by an expert panel.
- Comprehensive Water Conservation Strategy: Given the country's struggle with water availability (4% for 18% of the population), saving every drop of water is essential. Therefore: Rainwater Harvesting (RWH) must be mandatory for every industrial unit.
- The usage of 70% water-saving aerators and the recycling of used water (after passing through STPs and ETPs) should be a topmost priority.
- Recycled water should be meticulously planned for use in flushing, construction, watering saplings, and wherever else feasible.
