L’Unione Europea è l’unico blocco ad aver riconosciuto gli animali come esseri senzienti attraverso l’Articolo 13 del Trattato di Lisbona.
Eppure, proprio l’UE è il contesto in cui manca completamente una tutela concreta per il cavallo atleta dopo la carriera: nessuna tracciabilità, nessun obbligo, nessun fondo, nessuna responsabilità istituzionale.
Paradossalmente, Paesi che non dispongono dell’Articolo 13 — come Regno Unito e Stati Uniti — hanno già sviluppato più strumenti pratici per il post-carriera equino.
👉 L’Europa ha il principio etico più alto, ma anche il vuoto operativo più grande.
È qui che il Parlamento Europeo può e deve intervenire,
istituendo una normativa che garantisca:
tracciabilità obbligatoria del fine carriera,
un sistema europeo di responsabilità condivisa tra federazioni, Stati membri e proprietari,
un Fondo Post-Carriera finanziato da una quota minima del valore economico generato dal cavallo atleta,
standard minimi europei per la tutela dell’equino lungo tutto l’arco della vita.
Solo così l’Articolo 13 potrà essere applicato davvero — non solo durante la competizione, ma per tutta la vita del cavallo atleta. Grazie a chi firma e condivide.

The European Union is the only political bloc that has formally recognized animals as sentient beings through Article 13 of the Treaty of Lisbon.
Yet paradoxically, the EU is also the place where no concrete protection exists for the equine athlete after its sporting career ends: no traceability, no obligations, no funding, no institutional responsibility.
Meanwhile, countries that do not have an equivalent to Article 13 — such as the United Kingdom and the United States — have already developed more practical tools for equine aftercare.
👉 Europe has the highest ethical principle, but also the largest operational gap.
This is where the European Parliament can and must intervene by establishing legislation that provides:
mandatory traceability at the end of the sporting career,
a European system of shared responsibility between federations, Member States and owners,
a Post-Career Fund financed by a minimal share of the economic value generated by the equine athlete,
European minimum standards for the protection of the equine throughout its entire life.
Only then can Article 13 be truly applied — not only during competition, but throughout the entire life of the equine athlete.
