In the UK it is not against the law to keep dogs locked up outside in kennels or cages for 24hrs 356/6 days. Though the RSPCA do state:

By ensuring that your dog is always able to behave normally and is provided with the opportunity for daily exercise, play and interaction with animals and people, your dog's wellbeing and happiness should be sky high.

Ensuring that your dog has appropriate company is an important consideration for outdoor dogs. Avoid letting your dog become lonely or bored, and never leave them alone long enough to become distressed. Signs of a distressed dog included barking, howling or whining excessively, as well as panting, hiding and/or showing aggression...

However, there are many dogs that are locked up in kennels or cages for 24hrs 365/6 days in all weathers including freezing cold temperatures and scorching heatwaves, where they receive no human interaction other than when they are fed. Often dogs eat, drink, mess and sleep in one area in filthy cages and often have nowhere to stretch and exercise their legs, standing and resting on their feces next to their food and water as there's hardly any room to move around.  

Dogs that receive no social activity and are not let out of their cages to enjoy exercise, play and attention, often become board, aggressive, self destructing and depressed. And maybe one day will need rescuing or surrendered and will need special training to help these poor creatures learn to socialize and learn basic manners through no fault of their own. 

Do you think these dogs deserve to live like this? Forgotten? and told to 'shut up' when they cry and bark for attention?  Living in solitary confinement? Or do you believe they should be in a loving environment where they can experience joy, play and love? 

We understand that some people put their dogs in kennels i.e whilst at work, Rescue centres and Boarding Kennels and Vets. We are not petitioning against these but private owners who never let their dogs out of their cages or kennels to experience life and love.  

Please help us to change the law to stop allowing dogs to be locked up for 24hrs per day 365/6 days of the year. 

We ask that the law is changed to Stop the permanently housing of dogs outside. That a maximum stay of 8hrs in an outdoor kennel with a minimum of 1hrs exercise in between. With adequate space for the dog to run around and stretch its legs, to not be confined to a wooden kennel with no outdoor run. 

To allow separate area  for sleep, food, water and toilet.
