A license for any individual who will be in possession of a dog; applying for a license will ensure sincere dog ownership and reduce the risk of strays, over-breeding and abandonment. A dog breeder will need to be checked to ensure the reason for breeding and the future housing arrangement to future owners with licenses to ensure proper welfare regulations in the future.

For everyone to apply through a regulated government site to apply for a dog license before buying a dog; this will check their income, household situation and reason for buying a dog which will be checked by the correct regulators. Any suspicions in their ability to maintain full ownership will result in being unsuccessful for a license. A license will be legally required and checked to buy a dog from anyone. Anyone seen to own, sell or breed from a dog without a license can receive a fine or short term prison sentence, and are unable to apply for a licence in the future.

People in this country sadly abandon dogs in the streets, filling up rescue centre's kennels and charging for prosecution when caught. People breeding dogs for profit without caring who the seller is that die through complications or new ownership, and cause physical distress to a bitch to keep breeding. 

I for one am sick of seeing stories in the news and papers of people abusing, abandoning and even killing dogs, that they have managed to buy for just pennies. Enforcing this law will bring a better outlook for dog welfare and towards the country.

It can be difficult to uphold these regulations, but changes must be made. In time to ensure there will be less abandoned dogs, less mistreatment and less irregular breeding. Which will stop reduce centres being overrun, a more assured public-happy government, resulting in a well maintained dog-friendly country. Without this law, we are running the same heartless circle with no hope in sight.
