Animals are sentient beings

Yesterday, February 9, 2019, in The Times (UK) there was a very small report about a woman, who when moving house, left behind a pet dog. The dog died, after trying to eat its fur and faeces for food. It, also, suffered a wound from an abcess. As punishment, the woman was sentenced to 180 hours of community servce. I wonder if the woman will do the service - so many do not due to lack of resources in the UK to enforce it.
No doubt, similar cruelty and inadequate penalties exist in other countries other than the UK.
Had the dog been recognized, as is the fact, as a sentient being, there would probably have been a more meaningful and appropriate sentence.
All people should fight for animals to be recognized as sentient beings and for laws to be passed to this effect this and for proper penalties for animal cruelty.
