This morning I was pleased to receive an email from SOLVIT viz; Dear Sir,
We contacted our British counterparts for you. They informed us that the UK took time to properly interpret the ECJ ruling, which may be why you were informed about the visa requirement more than one year ago.
However, the UK has now fully implemented the ruling into its national procedures, so UK would now no longer require your wife to apply for the EU entry visa. She will be able to go to the UK just with the French residence card and there should not be any problems with that.

It has taken a long time to resolve this issue, no apology or refund from the UK Home Office which at the time was under the stewardship of Theresa May so it any wonder the government in the UK awaits a helmsman/woman to steer the ship into calmer waters ?
