Troy Carter (D-LA), Brian Fitzpatrick (R-PA), and John Katko (R-NY) filed an amendment to the massive infrastructure package moving through Congress that would ban the transport of horses for slaughter across state and federal lines. It's a new idea and a new way to help end horse slaughter by cutting off the slaughter pipeline at the borders.
