Ban Blinding Headlights! How To Request a Congressional Inquiry
Dear Supporters,
Today I went to the office my Congressional Representative to check on the status of my request for a Congressional Inquiry. My request is that NHTSA publish a formal acknowledgement that NHTSA has opened an investigation into low beam headlight glare. I was told by the staffer that their office submitted the request to NHTSA several months ago, but NHTSA has not responded. What we need is for our supporters across the country to make the same request to their Congressional Representative. Here is how to do it:
1. Call or personally visit the local office of your Congressperson. Tell the staff member that you are requesting a Congressional Inquiry related to H.R. 7148 and the Congressional request to NHTSA to investigate low beam headlamp glare.
2. Your specific request is that you want NHTSA to make a public announcement that they have opened an investigation into headlamp glare, as requested by Congress. That's your entire request. A public announcement from NHTSA.
3. Follow up every few weeks with the staff member to check on the status of your request.

Within this Report, is the following text:
Headlight brightness.–The Committee urges the Secretary of
Transportation to report to Congress on what gaps may exist
related to the impact of the brightness of low beam headlamps
on the vision and safety of drivers, pedestrians, and other
road users, including the effect of varied terrain, including
hills and curves.
This is the amendment from Rep. Marie Gluesenkamp Perez in 2025 which was passed unanimously by the House Appropriations Committee. This text is now law.
