Congratulations to the UK Headlight Glare Group and TRL!  

The efforts of Baroness Hayter and the Headlight Glare Group paid off and the resulting TRL report contains details that would not have occurred without Baroness Hayter's efforts.

1. TRL used a luminance meter. I'm not aware of any other agency or organization that has driven around measuring luminance for vehicle headlamps.  Luminance is the correct metric for determining the impacts of light on our vision.

2. The report contains photos in color, demonstrating the real-world glare bombs that we all encounter at night.

3. The survey results show that headlights are too bright.

The TRL report is a first, very important step towards solving the headlamp problem.

Now is the time for the USA to take the next step.  Will the USA Congress simply rely on the UK to do all the work of solving the LED headlight crisis, or will the USA realize that it is time to show leadership on this issue?
