I am a member of a working group led by Baroness Diane Hayter, House of Lords, United Kingdom.  Baroness Hayter was on a podcast published on November 23, 2023 where she expertly explains the problem with LED headlights and the lack of acknowledgement by the government that being blinded by LED headlights is a problem.

Baroness Hayter's advice near the end of the 30 minute show is to write a letter to your MP (United Kingdom), but her advice applies equally well to the USA.  You can write to your member of Congress and simply say, "LED headlights are causing serious safety and comfort problems.  What is Congress going to do about it?"
