Fix the broken achievement "Max Bandwidth" on the Twitch app on Xbox One so that it can become obtainable

The Issue

According to the TrueAchievement.com community, this achievement "Max Bandwidth" has been unobtainable since June 12th 2014.

This should be fixed as the Xbox One is only one year old. No achievements on the Xbox One should be unobtainable so soon.
