1. The truth of permanent peace
Inasmuch as we humans ultimately have only two paths to the future: peace or destruction. Faced with endless nuclear weapons development, once nuclear war erupts, all will be reduced to ashes. This shows that peace is life, is truth, is the only way. The Charter for Permanent Peace is the path to eternal life and truth and the ultimate system for humanity.

1.永久和平真理：
鑑於我們人類最後只有兩條路：和平或毀滅。面對無窮盡的核武發展，一旦核戰，萬物皆灰；證成和平就是生命、就是真理、就是道路。《永久和平憲章》就是人類永恆的生命真理之路、就是人類最後的體制。

2. Realize a contract for true life:
The extermination of autocracies with nuclear weapons cannot be achieved with nuclear weapons alone; instead, it calls for the right system and strategy with a super-constitution. "All battles will eventually return to the battlefield of "institutional performance", verifying the merits of each system to decide the winning country. Social chaos comes and goes, yet the Charter for Permanent Peace remains the ultimate weapon for eliminating autocracies backed by nuclear weapons.

2.實現生活真諦：
要滅絕專制核武不能靠核武，而是要靠制度，「任何戰鬥，最後都要回到『制度表現』這個戰場進行，在這裡驗證制度的良窳，決定國家社會治亂興替」。因此永久和平憲章，才能保障人人與真理生活在一起，實現生活真締。

3. A strategic constitution of love:

3.愛心戰略憲法：
戰勝的敵人，在地上畫一個圓圈，把我關在外面，說我是背叛者；愛心使我有更高的智慧，我又在地上畫一個更大的圓圈，把敵人也圈在裡面。

4. Global co-opetition in legislation:
According to the definition of the United Nations use at all levels: super-national (e.g., UN, EU); national (e.g., China, US, UK); and sub-national (State-state-province-area... Hong Kong, Tibet, Crimea) and lower levels as well, a “super-constitution” that 249 political entities around the world can use not only to counter unlimited warfare, but also to overcome all hardships.

4.立法全球競合：
依聯合國國家定義:提出超國家層級(如聯合國,歐盟)、國家層級(如中,美,英)、次國家層級(州-邦-省-區…如香港,西藏,克里米亞)等多層級一體競合的〝超憲法〞，呈給全球249個以上政治實體及無數的次國家自治實體，藉由憲法保證國際法高於國內法，直接對人民發生權利義務，瓦解〝超限戰〞。

5. Global co-opetition in administration:
Select talents and capable citizens from fully democratic countries. Participate in the election of leaders at all levels according to the law; political parties from democratic nations may set up local party chapters for elections. Also, global elites will help us develop political, economic, scientific and technological aspects of our culture to enhance the international outlook and competitiveness of elected leaders and demonstrate cooperation of the world governments to take root in Taiwan.

5.行政全球競合：
確保人類大同、選賢與能，完全民主國家的公民得依法參選我國各級領導人；民主國家國會的政黨得在我國設黨部推人參選。讓全球菁英來幫我們發展政經科技文化，全面提升民選首長的國際觀與競爭力。

6. Global co-opetition in justice:
Ensure sustainable development of civilization, justice and responsiveness - half of all judges shall come from other areas of the world. Peace derives from laws that create peace; no one is above the law, and no one is immune. Legal protection. Every provision of this charter is an essential part of permanent peace, designed to liberate the 2/3 of the world’s people suffering under the threat of authoritarianism. In doing so, we Taiwanese will lose only the iron curtains and chains and the violence and lies that restrain us. Instead will gain a kingdom of truth, goodness and beauty, and the capital in east of the long-lasting peace and prosperity.

6.司法全球競合：
確保公義有求必應─大法官半數來自世界六大洲。永久和平只存在於針對和平創制的法律。無人能凌駕於法律之上、也無人不受法律的保護。一舉解放全球2/3活在獨裁威脅下的人。為此，台灣人失去的只是鐵幕與鎖鏈，暴力與謊言，其他並無損失，卻獲得真善美聖的國度、長富久安的首都。

7. Principles of procedural justice:
Decisions in a democracy require the approval of at least half of all citizens. As long as the world’s citizens are willing to take the lead, each group of supporters will inspire the effects of "chain reaction" and "wave diffusion". With momentum, this will inevitably lead to recruitment of hundreds of millions of people. Quantitative change will definitely lead to qualitative changes, with no need for any country to provide a single soldier in a natural and peaceful evolution of authoritarian dictatorships. 7.程序正義原則：
民主決策須過半數才有法律效果。每一份連署，必能增加一分「連鎖反應的效果」和「波浪擴散的動力」，必能引發百千萬人連署，量變一定會產生質變，不費任何國家一兵一卒，自然啟動和平演變專制獨裁的進程。

The Nobel Peace Prize winner His Holiness the Dalai Lama responded by endorsing the Permanent Peace Charter and becoming the General mentor of the Permanent Peace Partnership. Others are being invited as well...
