Thank you for the petition submitted on the change.org website about lowering the 16-17 year old Oyster card fares to those of an 11-15 year old.
The Mayor provides and protects a range of concessions in London, including a number of reduced fares for children and young people. As you are aware, this includes free travel for children under 11 and child fares between the age of 11 and 15.
Young people aged 16 and 17 already retain free travel on Transport for London (TfL) bus services, a vital option for essential journeys such as those to college or part-time jobs. Young people aged 16 and 17 also pay half adult fares on tube and rail. While the Mayor appreciates that this does present an increase compared to some child fares, this concession is more generous than the concession offered outside of London, where young people are required to pay full adult fare aged 16 and over. This was an additional concession made in recognition that young people have additional educational commitments after the age of 16. The 18+ Oyster photocard also gives reduced-rate travel to help London students get to college in London each day.
The Mayor knows that travel can prove expensive. This is why one of Sadiq’s main manifesto commitments was to freeze TfL fares for the entirety of his time in office: this means you will not pay a penny more for bus, tube, tram and DLR fares in 2020 than you do now. This will make life easier for millions of people and will ensure that London becomes a more affordable city for all.
You will appreciate that there are many worthy calls for free or discounted travel. TfL is a publicly-funded organisation and as such, needs to use its limited funding in the most effective way. Given the already generous concessions offered to young people in London, the Mayor does not have any current plans to introduce further discounts to young people.
