Today I received a letter which gave me TfGM's explanation for not including the incomplete journey fees in the cap. I followed this up with a face to face meeting on my lunch break.
'This charge is not included as a part of the maximum capped daily price of £7 as it needs to act as a fair incentive for everyone. If it was included in the capped daily price then people making shorter one zone journeys for example, who forgot to touch off the tram, would end up paying disproportionately more than they should – as compared to people making longer four zone journeys.
So the maximum journey fare of £4.60 applies equally to all customers, regardless of the length of their journey and provides an equal incentive to touch in and out.
By way of illustration:
• Customer A makes two trips in zone two and fails to touch-out (during the peak). On this basis they will pay £1.40 + £4.60 = £6 - when the customer has made a £2.60 journey
• Customer B makes two trips in zones one to four and fails to touch-out (during the peak). On this basis they will pay £4.60 + £4.60 = £9.20 - when the customer has made a £7 journey If we were to include the £4.60 charge in the capped daily amount Customer A would still pay £6 for a £2.60 journey and effectively still be penalised, whilst Customer B would pay £7 and be no worse off.
Looking ahead, we believe touching in and out will become a natural behaviour and it will help to pave the way for new contactless fare developments in the future, such as a weekly cap which would benefit lots of people. However, we can only offer this if we have accurate records for customers’ contactless transactions.
Another benefit is that if we can over time look in more detail at journey patterns, we can plan our services better and make sure we are as efficient as possible – so touching in and out really is in everybody’s best interests.'
Needless to say, it fails to address why it's thought of as ok to charge more than the maximum daily cap (£7 peak, £4.80 off peak) other than to modify people's behaviour - which shouldn't be done at the expense of honest fare-paying customers. They have agreed to meet me again in the future but in the mean time I'd really appreciate if you could encourage more people to sign and share the petition.
