Oh, also, who might know such people and entities? The City of Indianapolis is taking "Requests for Expressions of Interest" for the site for a few weeks. One news source about it is wthr.com ; it has the title "Indianapolis seeks proposals for the redevelopment of former Indiana Women’s Prison." I offer to email or attach the City's solicitation.
