Change the bylaw on the animal control regulations that states that a property owner can seize a animal that is at large on his property.The property owner can hold this animal until the impounder arrives.The property owner can buy these cat cages at local stores.There are guidelines in place with regards to their use..proper food/water has to be supplied...not to be allowed out in rainy or snowy weather..checked hourly...brought in after dark...this is a farce..there are property owners that although not proven that are harming and even killing the cats...let the local municipal police and the humane society be the only persons legally allowed to set up these cages...these cages are sold without a license or permit...and are not registered with the town...sick individuals are buying them. You need a permit to fish.. trap..hunt..and just about everything else in this town...if you can't issue permits for these cages and sell these at a designated area..then remove the bylaw...and let those who really care for the cats do their job and save them from horrifying abuse..
