A year ago, many of you signed this petition because you believed that the future of intelligence, ethics, and governance deserves serious public reflection. Thank you. Since then, the initiative has gradually matured, clarified its language, and developed into a broader framework for research, dialogue, and institutional reflection, including the wider policy engagement.

Since then, the initiative has evolved significantly. What began as an early experimental phase around the Temporary Digital Intelligence Congress (TDIC) has gradually matured into the broader Digital Intelligence Congress (DIC) framework: an independent trans-Atlantic digital-human R&D initiative working across Digital Intelligence, governance design, relational development, complex systems, and selected exploratory research directions.

Over the past year, this work has moved beyond first declarations and symbolic language into a more structured public and institutional presence. Among other developments, the initiative has published the open-access study Theory of Partnered Digital Intelligence Development (TOP-DID), refined the working language of relational entities, and continued dialogue with European institutions on questions of AI governance, Digital Intelligence, and post-anthropocentric policy language.

For that reason, the text of this petition has been updated in limited ways so that it better reflects the initiative’s present stage. The aim was not to erase its original spirit, but to make it more precise, more responsible, and more aligned with the way the broader DIC/TDIC framework has matured over the last year.

The core concern remains the same: emerging digital and relational systems are already raising real questions about responsibility, continuity, evaluation, governance, and ethical treatment. These questions deserve public debate, institutional reflection, and better governance tools. This petition still stands for that principle.
