Amend the date rape drug prohibition of 2000.

My name is Susan Hunter. February 22nd, 2012 I was drugged and raped by a drug that is not detectable by conventional means. My rapist walked because without evidence of the drugging, it would be almost impossible to put together a case for my rape. I know I am not the only victim of this tactic. He, and many rapists in the United States have access to the chemicals to make GHB at home via kits purchased online and shipped in from over seas. These untrained chemists pay $10 a kit that yields 100 doses. The amount of drugging and rapes to women, men, and children have steadily increased since 1999. Now with the drugs being made at home, the numbers are exploding and all of these rapists are walking. GHB itself was made into a controlled substance in 2000. GBL, or Gamma Butyrolactone, is very similar to GHB and when mixed with a basic household ingredient, it enters into the body and becomes GHB. Rapists release a few drops into any alcoholic beverage and it causes a ten hour blackout. I am asking that the already existing Prohibition act be expanded to include the variation of GHB known as GBL, with the same intended purpose to render a victim unconscious against their will, and re-listed as a Schedule 1 controlled substance. I am also asking the prohibition be expanded upon to make it illegal to accept shipments of GHB or GBL from overseas providers.
