Investigative efforts by OIST community members and others, our demands for accountability, and media attention have finally led to the announcement of an 'externally-led investigation' after months of public silence. But given the senior management's handling of the issue so far, many of us have serious concerns about whether the investigation, as currently described, will be capable of delivering genuine accountability. We believe that increased scrutiny and public pressure are necessary to hold OIST to the standards it claims to set for itself. Open Letter to the OIST Officers and Senior Management About Roz Forum (ROZ) Investigation

We write as members of the OIST community who are deeply concerned by the university upper management’s handling of issues related to Roz Forum (ROZ), an initiative to support women in STEM that was co-founded by an OIST faculty member[1], actively promoted by OIST senior management[2] (see embedded videos below), and formerly funded by the OIST Foundation[3].
It is now clear that ROZ’s issues span not only the alleged use of unrelated stock photographs displayed as ROZ’s “supporters” in a poster exhibition[4], but also multiple irregularities in its other online material that cast serious doubt on ROZ’s claimed social impact or even substantive activity[5]. Yet more serious are allegations of institutional concealment, including silent post-publication edits to OIST’s press release about ROZ that removed a reference to its “supporters”[6], and suppression of internal questioning and criticism, including claims that whistleblowers who raised concerns through formal channels were silenced rather than protected[7].
On 16 January 2026, an “externally-led investigation” (as stated in the English version of the announcement) on this subject was announced by President Markides[8]. The investigation as currently described, however, is grossly inadequate to restore the community’s trust.
First, the announcement provides no credible assurance of independence. This investigation was “authorized” by the President (as stated in the English version of the announcement) and will be conducted by an “externally appointed lawyer”[8]. Who appointed this lawyer under what criteria, and how can we trust that there is no conflict of interest? Was the lawyer appointed by the senior management, which itself was involved in the continued promotion of an initiative about which substantial concerns had already been raised[6]? The leadership has a responsibility to clarify this to the community and the public.
Second, the scope of the investigation remains undefined, which leaves open the possibility of the inquiry being limited to isolated factual errors or individual misconduct. As the publicly verifiable evidence and internal allegations strongly suggest deeper institutional issues, any credible investigation must examine:
- when senior management became aware of false or misleading representations,
- how and why silent edits to official information and delayed disclosures occurred[6],
- whether top-level administrative actions or inaction contributed to concealment, and
- how internal reporting and compliance mechanisms failed those who raised concerns.
Third, the announcement offers no timeline, no terms of reference, and no commitment to full public reporting. The management's handling of this matter to date has eroded community trust to such an extent that, without such explicit public commitments to accountability, the President’s announcement risks being viewed as a strategy of delay and containment rather than a genuine effort at resolution.
Fourth, there are no explicit protections against retaliation for those who provide information. Members of this community have repeatedly expressed fear of retaliation for raising concerns about this issue[7]. Without enforceable, clearly articulated safeguards, critical information will remain suppressed, and the investigation will be compromised from the outset.
For these reasons, we formally call on the OIST leadership (the officers and senior management) to publicly commit to the following minimum conditions, without delay:
- True structural independence
The investigation must be commissioned and overseen by the Board of Governors or an equivalent body independent of executive leadership, with investigators selected through a transparent, publicly outlined process free from conflicts of interest and subject to public accountability. - A comprehensive scope
The mandate must explicitly include institutional decision-making, senior administrative involvement, governance failures, and the handling of internal warnings, not merely technical or individual errors. - Clear terms, timeline, and updates
The terms of reference, including the investigative methodology and a realistic timeline (with interim milestones) must be published. - Protection against retaliation
Written, enforceable guarantees must protect all participants—faculty, staff, students, and former members—from retaliation or adverse treatment, with independent reporting channels for violations. - Transparent reporting and implementation
The full investigative report, with minimal redactions, must be made public, along with a concrete plan for implementing recommendations, assigning responsibility, and tracking compliance.
OIST is a publicly funded institution with a global reputation built on claims of integrity and openness. This moment is a test of whether those values apply when scrutiny reaches the highest levels of leadership.
A limited or performative investigation will deepen distrust and compound the damage. A genuinely independent, comprehensive, and transparent process is the only path toward accountability and institutional repair.
We urge the management to choose integrity over containment.

第三に、この発表には調査の期限、委託条件（Terms of Reference）、結果の完全な公表に対する明確な約束が一切示されていません。しかし、これまでの本件への対応により、大学幹部へのコミュニティの信頼は著しく損なわれています。そのため、こうした説明責任に関する明確かつ公的な約束がなければ、学長の今回の発表は、問題解決への真摯な取り組みというよりも、時間稼ぎや問題の封じ込めを目的とした対応と受け取られるおそれがあります。
第四に、情報提供者に対する報復防止が明示されていません。本件について懸念を表明してきたコミュニティ構成員の多くが、報復を恐れて声を上げられない状況にあることを繰り返し訴えています[7]。実効性があり、明確に定義された保護措置がなければ、重要な情報は抑圧されたままとなり、調査は開始時点から信頼性を損なわれることになります。
これらの理由から、私たちはOIST役員・幹部に対し、以下の最低条件の遵守を公に、かつ遅延なく約束するよう正式に要請します。
- 真の構造的独立性
調査は、大学役員・幹部から独立した理事会またはそれに準ずる機関によって委嘱・監督され、調査担当者は利益相反のない透明なプロセスを通じて選任され、その過程は公に示され、社会への説明責任を伴うものでなければなりません。 - 包括的な調査範囲

最小限の非公開化処理（墨消し）を除き、調査報告書全文を公表するとともに、勧告事項の実施計画、責任主体、履行状況を追跡する枠組みを明確に示す必要があります。
OISTは公的資金によって支えられ、誠実さと透明性を掲げて国際的評価を築いてきた研究機関です。今回の事案は、そうした価値が、組織の最上層にまで厳しい検証の目が向けられたときにも等しく適用されるのかを問う試金石です。
限定的または形式的な調査は、不信をさらに深め、被害を拡大させるだけです。真に独立し、包括的で、透明な調査プロセスこそが、説明責任を果たし、組織を立て直すための唯一の道です。

現在明らかになっているROZの問題は、無関係なフリー素材写真がROZの「支援者」としてポスター展示に使用されたとされる点[4]にとどまらず、その他のオンラインコンテンツにも複数の不審な点が認められ、ROZの主張されている社会的インパクト、さらには実質的な活動の実在性自体に深刻な疑義を投げかけている点[5]に及んでいます。さらに深刻なのは、組織的な隠蔽に関する疑惑です。これには、ROZに関するOISTのプレスリリースにおける「支援者」への言及が公開後に説明なく削除されたこと[6]や、正式な内部ルートを通じて懸念を提起した内部告発者が、保護されることなく沈黙を強いられたとする申し立て[7]が含まれます。
2026年1月16日、マルキデス学長は本件について「外部主導の調査」（リリースの英語版における表現）を実施すると発表しました[8]。しかしながら、現時点で示されている調査の内容は、コミュニティの信頼を回復するには著しく不十分であると言わざるを得ません。
第一に、この発表には調査の独立性を担保する信頼に足る説明がありません。この調査は学長によって「承認」され（リリースの英語版における表現「authorized」）、「外部弁護士の監督の下で」実施されると発表されました[8]。この弁護士は誰が、どのような基準で任命したのでしょうか？ 利益相反がないとどのように確かめられるのでしょうか？ すでに重大な懸念が提起されていた取り組みの継続的なプロモーションに関与していた[6]OIST幹部自身が任命したのでしょうか？ 上層部はこれらの点を、OISTコミュニティ及び一般社会に対して明確に説明する責任があります。
第二に、調査の範囲が定義されておらず、調査が個別の事実誤認や特定個人の不正行為に限定される可能性が残されています。しかし、公開情報として検証可能な証拠や、内部からの申し立ては、より深い組織的問題の存在を強く示唆しています。信頼に足る調査であるためには、少なくとも以下の点を検証する必要があります。
- OIST幹部が虚偽または誤解を招く表示をいつ把握していたのか
- なぜ、どのような経緯で公式情報への訂正が秘かに行われ、情報開示が遅れたのか[6]
- OIST幹部の行動または不作為が、組織的な隠蔽に寄与したのか
- 内部通報およびコンプライアンスの仕組みが、懸念を提起した人々に対してなぜ機能しなかったのか
第三に、この発表には調査の期限、委託条件（Terms of Reference）、結果の完全な公表に対する明確な約束が一切示されていません。しかし、これまでの本件への対応により、大学幹部へのコミュニティの信頼は著しく損なわれています。そのため、こうした説明責任に関する明確かつ公的な約束がなければ、学長の今回の発表は、問題解決への真摯な取り組みというよりも、時間稼ぎや問題の封じ込めを目的とした対応と受け取られるおそれがあります。
第四に、情報提供者に対する報復防止が明示されていません。本件について懸念を表明してきたコミュニティ構成員の多くが、報復を恐れて声を上げられない状況にあることを繰り返し訴えています[7]。実効性があり、明確に定義された保護措置がなければ、重要な情報は抑圧されたままとなり、調査は開始時点から信頼性を損なわれることになります。
これらの理由から、私たちはOIST役員・幹部に対し、以下の最低条件の遵守を公に、かつ遅延なく約束するよう正式に要請します。
- 真の構造的独立性
調査は、大学役員・幹部から独立した理事会またはそれに準ずる機関によって委嘱・監督され、調査担当者は利益相反のない透明なプロセスを通じて選任され、その過程は公に示され、社会への説明責任を伴うものでなければなりません。 - 包括的な調査範囲
調査の委託条件には、組織としての意思決定、役員・幹部の関与、ガバナンスの不全、内部告発の取扱いを明示的に含める必要があり、単なる技術的誤りや個人の問題に限定されてはなりません。 - 明確な委託条件・期限・進捗報告
調査手法を含む委託条件、および現実的なタイムライン（中間段階のマイルストーンを含む）を公表することが必要です。 - 報復防止の確保
教職員、学生、元関係者を含むすべての調査協力者を対象に、報復や不利益取扱いから保護する、明文化された実効性ある保証を設け、違反を通報できる独立した窓口を整備することが求められます。 - 結果の公表と是正措置の実施
最小限の非公開化処理（墨消し）を除き、調査報告書全文を公表するとともに、勧告事項の実施計画、責任主体、履行状況を追跡する枠組みを明確に示す必要があります。
OISTは公的資金によって支えられ、誠実さと透明性を掲げて国際的評価を築いてきた研究機関です。今回の事案は、そうした価値が、組織の最上層にまで厳しい検証の目が向けられたときにも等しく適用されるのかを問う試金石です。
限定的または形式的な調査は、不信をさらに深め、被害を拡大させるだけです。真に独立し、包括的で、透明な調査プロセスこそが、説明責任を果たし、組織を立て直すための唯一の道です。
私たちは、OIST上層部が封じ込めではなく、誠実さを選択することを強く求めます。
