MANIFEST AGAINST VIOLENCE INDISCRIMINATE AND INADMISSIBLE EXERCISED TOWARDS CAJAMARCA CITIZENS BY GOVERNMENT OF OLLANTA HUMALA
NOT ONE MORE DEATH OR MORE ILLEGAL ARREST, NO TO THE STATE OF EMERGENCY, NO TO THE ABUSE OF POWER, NO TO THE CRIMINALZATION OF PROTEST. WE DEMAND AN END TO IMPUNITY AND INVESTIGATION TO DETERMINE THE LEVEL OF RESPONSIBILITY OF PRESIDENT OLLANTA HUMALA.
This manifesto arises from the shock felt at the events occurred in the town of Celendín, Peru, on July 4, 2012, where there has been a direct attack against its inhabitants, who were mourning the death of three people, and where a series of illegal arrests were conducted.
The Peruvian government's response, over the protests of the people of Cajamarca, has been to declare, without any legal basis, a state of emergency to suppress the population, with the intrusion of the military, which constitutes a violation of fundamental rights to its inhabitants. Through these actions, they seek to protect the private interests of the transnational Newmont Mining Corporation, ignoring the rejection by the people of Cajamarca, whose peaceful protest have been taking place for months.
The protests by the citizens of Cajamara are aimed at the legitimate defence of their livelihoods and water resources, which would be seriously affected in the case that implementation of the Conga mega mining project. 
In solidarity with our Peruvian brothers and sisters, we declare the following:
We demand a clarification as to who is responsible for the violence committed against demonstrators that has left three people dead, bringing to 20 the number of people killed in social conflicts in the short time that the government of Ollanta Humala has been in office. One more death is unacceptable. It is inadmissible that the government undermines the security of its citizens, constantly adopting illegal actions that violate fundamental rights, as well as the Peruvian Constitution.
We demand an end to the state of emergency in the region. According to the International Criminal Court, crimes against humanity are, "any act which causes severe suffering inhuman or impairs the mental or physical health of the person who suffers, committed as part of a widespread or systematic attack against any civilian population" , as is the declaration of a state of emergency illegal and consistent in manner, such that may be typified as a form of "persecution".  It is intended to legitimize a state of emergency to make arrests indiscriminately violating all types of protocols and conventions of international law which have been ratified and signed by Peru. At the same time, make use of state armed forces to guarantee private interests in violation of the obligations for which they are empowered; to ensure the safety of its citizens, by not curtailing their freedoms. The imposition of the declared state of emergency does not restrict the rights of freedom to assembly, thus rendering arbitrary arrests unjustified by this fact. Therefore, we demand the release of illegally detained persons, such as the case of Marco Arana. We take a stand against the systematic criminalization of protest by the population.
We call on Peruvian citizens to adopt a critical attitude towards the information that filters through the mass media that far from accommodating different points of view, becomes a loudspeaker for corporate interests. We call on the Peruvians, to take a responsible attitude of solidarity and support the events and demonstrations being carried out throughout the country, because the future of Peru is what is at stake.
We urge an end to censorship and manipulation by the media about the struggles in defence of livelihoods, distorting information in order to manipulate public opinion to foster the position for illegitimate policies of the current government.
