The Issue

Attitudes towards domestic animals have changed through the years and continue to change. Animal cruelty can now grab TV headlines and newspaper articles. Today's public is showing increasing intolerance towards animal neglect and cruelty. Most people will agree that Pennsylvania is not keeping up with other states when it comes to animal legislation that addresses cruelty and neglect. Recently, a local pet was cruelly shot by a neighbor of the pet's owner. The pet's injuries resulted in it having to be euthanized. No cruelty legislation applied to the shooter in the incident because the shooter claimed they were protecting livestock from the dog. There was no indication that the dog threatened livestock and it was just feet from its own property when it was shot. There are other methods of removing domestic animals that stray onto a neighbor's property other than lethal force, e.g., shooting a firearm in the air or creating other loud noise, a shot of water from a hose or even a hand clap. Sadists routinely kill domestic animals and use the excuse that the present law allows "protecting my...". Don't wait until a situation turns violent over a pet being shot, please create or support legislature that would make killing or maiming a domestic animal a felony.
