Going after breeders who fight pitbulls and requiring yard fencing would be "Proactive". "Vicious" could apply to virtually any breed. Our shelters would be overrun profusely if all pit or pit mix owners had to suddenly start dumping their dogs. The proposed ordinance has not been well thought out and should not be implemented.
