On page 9 of the Tourism Action Plan it states the planned action of deregulating PHV, this cannot happen for the safety of the public, there is enough evidence over the last couple of years to show that PHV licensing is not strict enough with records of 32 convicted rapes in 6 London Boroughs alone during the last year and countless assaults. PHV Licensing should be capped and current regulations upheld and enforced which were placed for the sake of public safety.
