The Department for Work and Pension has responded to our petition

We have had a response from the department for works and pension (attached), in relation to two matters which underpin out petition. The answer proves that the British government has given more rights to foreigners over it's own citizens. When applying for a Teir 2 Visa, applicants receive a National Insurance Number from the DWP by way of an allocation from the Home Office on behalf of the visa applicant. I have a friend from Jamaica who applied for her British citizenship on the basis of her father and was granted such citizenship, but there was no NINO applied for or issued on her behalf by the Home Office. In fact she is still unable to apply for her NINO from outside the UK and will have to come to the UK, make an application for her NINO then wait several weeks for an interview and prove her identity to receive it. All the time while waiting for such an interview, she will have to rely on others to support her. Then there is the issue of claiming benefits, in proving habitual residence, one would have to prove a a Local Authority on application they they intend to make the UK their permanent home, especially for tax purposes, in other words most people would have to lie to achieve this result of gaining assistance from the state.
