To eliminate all brutalities against the animal kingdom....to complete peace and respect for all creation.   

We the people of the world (who come from all nations, societies, cultures, and communities) request and petition the General Assembly to appoint a United Nations High Commissioner for Animal Rights and Protection.  Across the globe animals are subject to heinous crimes and atrocities that disgrace all humanity.  

We the citizens of the world are horrified by the violence and contempt that are given to animals that brighten the earth with their beauty and
who serve humans with love, loyalty, and labor.  

We ask the United Nations Secretariat, to draw up and enforce a treaty of respect and compassion for all creatures of the earth and to protect animals
from violence and extinction.  We further request that U.N. General Assembly impose punishments on nations/individuals that do evil on the animal kingdom.  
Further, that the High Commissioner for Animal Rights be empowered to take those who do torture and crimes of a horrific result be brought before the International Court of Justice at the Hague for review and judgement. 

The High Commissioner's  responsibilities and duties would include but not be limited to prosecuting offenders in in medicine, commerce, etc. .  The High Commissioner would respond to emergencies, and install legal precedent that all injured animals without guardians (feral or domestic) be entitled by International Law to free medical care and attention.  Monies to bring about compassion for animals would come from a global lottery or international stamps or bonds.    
The High Commissioner and any assistants employed by his/her office would report directly to the people of the world with annual reports and successes with respect to justice applied, and would work to improve compassion, respect, and kindness across the globe for victims for species who are voiceless and without defense. 

The priority for the High Commissioner's office would be to work to install peace, understanding and charity for all living species fully recognizing that all forms of life share the same components of soul, spirit, intelligence, blood, water and must be under the protection and safety of  International Treaties and Agreements.
