First we had the solar farm, now the M25. Permission has been granted for a cemetery in Harold Wood, now they want one in Harold Hill ! We say ENOUGH IS ENOUGH !!!!!! WE NEED TO PROTECT THE ENVIRONMENT AND THE GREEN BELT!!!!
Planning permission was refused by Havering Council due to the following reasons,
1. The proposed material change of use, building operations, and engineering operations would result in development that is detrimental to the openness of the Green Belt, and would conflict with the purposes of including land in the Green Belt. The proposal would therefore constitute inappropriate Green Belt development, and in the absence of very special circumstances that clearly outweigh the harm to the Green Belt, by reason of inappropriateness and other harm, the proposal is considered to be contrary to the guidance contained in the National Planning Policy Framework.
2. The proposed structures, burial areas, hardstandings, and car park would result in significant harm to the natural appearance and character of the Havering Ridge Special Character Area, and to the visual amenities of the Green Belt. The proposal is therefore considered to be contrary to Policies DC61 and DC69 of the Core Strategy and Development Control Policies DPD.
3. The proposal, if granted planning permission on appeal, would be liable for the Mayor of London Community Infrastructure Levy (CIL). Based upon the information supplied with the application, the CIL payable would be £12,660. Further details with regard to CIL are available from the Council's website.
4. Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy and the planning history, notification of intended refusal and the reason(s) for it was given to the agent acting on behalf of the applicant via telephone conversation on 21/04/2016.
However, an appeal has been submitted and there will a hearing at the Town Hall on 9 May 2017 at 10 am. The hearing is due to last for 4 days.
We are concerned about the environmental impact this will have on the wildlife and their natural habitat.
