Memorandum of Legal Notice  
The Rule of Law 
Chapter VIII section 128 "Commonwealth Constitution Act 1900” 
WHEREAS the people of New South Wales, Victoria, South Australia, Queensland, Tasmania, Northern Territory and  Western Australia humbly relying on the blessing of Almighty God, have agreed to unite in one indissoluble Federal Commonwealth under the Crown of the United Kingdom of Great Britain and Ireland, *Australia under the Commonwealth Constitution hereby established:  
We, the People of Australia, present this plebiscite: - The Commonwealth of Australia to adhere to....The Rule of Law Chapter VIII section 128. This application which requires the Amendment to State Revision of State Direct Taxation and Indirect Taxation, note: - state agents section 115.” States not to coin money.” to ” States & States Agents not to coin or Acquire "Net money" or "Private Property .” 
This Memorandum of Legal Notice, “The Rule of Law Chapter VIII section 128 “shall be binding on the courts, judges, and executive legislator of the Commonwealth notwithstanding anything in the laws of any state; and the law of "The Commonwealth". 
We the people present this plebiscite to carry out the popular wish, to revise the Constitution 1900 Act with Section 115 “States and Coining”. This Amendment for submission to the People. If on such submission it is approved by the majority of the people of the Commonwealth, it becomes enacted as an Amendment to The Rule of Law: - Commonwealth Constitution Act 1900 section 115. 
The Commonwealth is quasi-sovereign, *section 59 and the amending power, requiring unanimity.  Making such amendments therefore extends to all sections of the Commonwealth Constitution Act 1900 with emphasis to section 128, which defines the mode of amendment.
