Increase the National Fellowship for Other Backward Classes (NFOBC) from 300 to 5000 slots

The Issue

The University Grants Commission (UGC) has circulated the Central Educational Institutions (Reservation in Admission) Act, 2006 and Amendment Act, 2012 to all Central Educational Institutions directing them to implement reservation provisions for Other Backward Classes (OBCs) including the admission of OBC students to these Institutions. UGC has issued an instruction to all the grant-in-aid institutions funded by the Central Government, except minority Institutions under Article 30(1) of the Constitution of India to implement 27% reservation for OBCs. The OBC reservation is based on social and educational backwardness along with economic backwardness (Non Creamy-layer). Hence, only poor in OBC communities will avail the reservations. Providing financial assistance to OBC students to pursue higher education and research is crucial. When we have 786 universities, the University Grants Commission (UGC) is notifying 300 National Fellowship for OBCs for pursuing research. Whereas, there are 2000 fellowships for Scheduled Castes (SCs) and 667 for Scheduled Tribes (ST) and 756 for Minorities. As OBCs constitutes more than 50% populations, such mere fellowships will not reach a wide range of OBCs. Hence, we request you to sign the petition and represent the issue to the Ministry of Social Justice and Empowerment and Ministry of Human Resources Development (MHRD), and such fellowships must be increased to not less than 5000.
