Petition: To The Honourable Kirsty Duncan, Minister of Science, to answer my complaint of fraud in Canadian science administration.

On February 22, 2018, I sent to the Minister my letter and the PDF document (NSERC.FRAUD), with the evidence of fraud and concealment of fraud committed by the Natural Sciences and Engineering Research Council of Canada (NSERC) and its President M.Pinto. The evidence includes numerous documents fully supporting these allegations. My letter was received the same day and I was sent the assurance saying: “Your email will receive every consideration.”

Not having any answer for two months, I sent a second letter (April 30, 2018) to the Minister, saying: “I would like to know what you are doing to stop this fraud. I also need to know what is your procedure/investigation for my complaint and what is the time schedule for this.” I still have no answer.

The NSERC is mandated to control the integrity of the investigative procedures in Canadian universities. However, for many years, NSERC is covering up the fraud in the illegal investigation conducted by the University of Toronto denying my allegations of plagiarism of my PhD research, the investigation conducted by a sole incompetent investigator without the investigative committee. The final answer was given to me by the NSERC President M.Pinto.

While M.Pinto admitted that the university investigation was indeed conducted by a scientifically incompetent person and without an investigative committee, that is – contrary to all law and policies, Pinto wrote to me that the policy was not in force at the time and, instead, the investigation used the “spirit” of this policy. It appears now that the “spirit” of the policy has miraculously disposed with the two central requirements of the law: the presence of the investigative committee and the competence of the investigators. These brutal violations of the law allowed the corrupt U of T investigator to commit multiple frauds, to ignore and pervert academic rules, to give completely fraudulent “justifications” for the plagiarist, etc., etc.

Obviously, M.Pinto invented the “spirit” of the policy to cover up the fraud of the university investigator who illegally denied my allegations of plagiarism. He, then, refused to answer any letters from me and refused to order a new investigation. The three previous decisions of the NSERC officials were also blatantly fraudulent. For years, NSERC is telling me a completely fraudulent nonsense, all of which is documented in the Evidence. And to this day, no scientist had ever investigated my complaints of plagiarism.

The evidence received by the Minister leaves no doubt that the total corruption in the NSERC must be dealt with immediately. The Minister of Science is directly responsible for maintaining the integrity of the NSERC, which is the governmental Agency reporting to the Minister. It is quite disturbing that in 3 months I have no answer to my complaint.
