Urban Local (civic) Bodies of Nagaland reluctant to implement "Directive" of the Government

Urban Local (civic) Bodies of Nagaland don't want to implement "Directive" of the Government of Nagaland/Government of India. A bit of Nagaland history and how it came to be part of India is necessary in understanding the potential tentative steps towards a "blanket dog meat ban. Nagaland is not a regular state of India, in that it is given special concessions as sort of a sovereign nation, under the "auspices" and "guardianship" of India. This is because of the circumstances under which it reluctantly conceded to becoming part of India. They insist they have nothing in common with the people of India (true). ["From the oral history, we may conclude that Nagas hailed from mainland of China who migrated to Myanmar along the rivers and corridors. They migrated to the Southern Seas of Myanmar along the rivers and lived near the Seas coast of Moulmein (Myanmar) for generations before they retreated to Irrawaddy and Chindwin valleys. They lived for generations in Irrawaddy valley but most probably they were driven out to the hills by more advanced races in warfare. The Nagas emigrated from Irrawaddy valley through Indo-Myanmar corridor and settled down at MAKHEL (Dispersal site of Naga tribes), where they were believed to be dispersed to various parts of Naga Hills." http://www.e-pao.net/epSubPageExtractor.asp?src=manipur.Ethnic_Races_Manipur.The_Myths_of_Naga_Origin] _______________________________________________________________________ Its July 31, and now we learn: (1) The Government of India/Parliament, via. the Government of Nagaland "issued" a letter from the Joint Secretary Obangla Jamir to the Directorate of Municipal affairs. The letter directed the municipality to "give wide publicity and ISSUE AN ORDER to stop the capture of dogs for the purpose of slaughter and meat and to stop the bazaars meant for selling dogs or dog meat, and to treat animals with love and care." (2) The Joint Director and head of municipal affairs, Mr. A. Zanbemo Ngullie has "asked" the Urban Local Bodies (ULBs) to comply. (3) Toshimanen Ozukum/Joint Director (additional) of Municipal affairs directorate states that the ULBs have not complied. Mr. Ozukum states that it will be very difficult to implement the "directive"/( asking the people "nicely.") (its not even the actual ban!). The people insist that Article 371 (A) provides a special status to Nagaland to "protect customary traditional practices of the people" from the Indian Parliament. ________________________________________________________________________ Supporters of the right of the Naga people state that no one has the right to interfere with their right to torture and slaughter dogs. "Food habits of Nagas shouldn't bother anyone", they proclaim. They also advise that instead of prohibiting dog slaughter, it should simply be "regulated." What they mean by "regulated" is that Nagaland should be allowed to farm dogs as live- stock while disallowing importation of dogs (capturing/stealing) from neighboring states. What they also mean is that households should be allowed to raise dogs (puppy mills) for slaughter. They warn against a "blanket dog ban" as the first step towards banning beef, pork and poultry as well. How clever! Despite the abundance of plant food, the Nagas consume large amounts of meat, obtaining much of it from the other Indian states. Its the end of July 2016. The familiar "directive" appears to be making its rounds again, with the same resistance from the local civic bodies (the authorities closest to the ordinary folks) as earlier. Ironically, over 80%; nearly 95% of Nagas are Christians Baptists. Should not this church body counsel and urge its flock to reject cruelty to animals, to practice compassion; to announce dog torture slaughter and dog eating an anathema? We shall see; meanwhile the dogs continue to be sacked, tossed and hacked to death everyday, with absolutely zero protection.
