Many clubs in the Football League adhered to the Financial Fair Play rules.  Queens Park Rangers did not.  As a result, they won promotion to the FA Premiership and gained extremely large amounts of money that the clubs who abided by the rules did not.

Now QPR are back in the Football League, they need to be fined the full amount according the rules.
