The amount of crime committed to pets in Britain is sickening and most crimes go unreported meaning these animals have to live a life of pain and suffering.

The best solution for this is a test to be put in place for people to earn a Pet Ownership Licence. The personnel wanting to own a pet would have to meet certain criteria depending on the species of animal and difficulty to look after said species. This would not be ranked on the class of a person but instead the mannerisms and accommodation.

I believe that if a Pet Ownership Licence was put in place the amount of animal rated crime in Britain would decrease and the amount of animals which are sent to shelters would also decrease due to the process before the purchase.
