The fact is, together we are making a difference. We are raising our voices. We are signing our names. We are taking a stand for our loved ones and for children in every situation and circumstance, every community and family, every religion and culture, all across our country. CSA is truly a tragedy of epic, even pandemic, proportions. But, though we be few, we are gathering. And as each of us joins the conversation we are becoming an unstoppable coalition of people who have had enough of looking the other way and trusting wishes and happy thoughts, instead of taking concrete action to defend the most vulnerable among us.
We now have more than TWO HUNDRED (200) supporters of the BLOOM SAFE: MAKE AMERICA THE SAFEST PLACE TO BE A KID ACT! More than two hundred people just like you, who want to defend children, be informed, and end CSA with an effective, evidence-based, national CSA prevention program sponsored by the federal government to empower our states, our communities, our your serving organizations, and our families with the information and the tools we need to effectively protect the children in our lives.
The Bloom Safe Act is truly legacy building BIPARTISAN/NONPARTISAN piece of legislation to UNIFY Congress and our country around five core programs designed to empower the people already in the work of CSA with higher impact funding, coordination, standardization, and accelerated peer-reviewed scientific research.
We call these five programs, our "Five Pillars”:
- Education and Prevention: Building on the success of “Erin’s Law” at the state level, the Act implements evidence-based, age-appropriate PreK–12 child sexual abuse prevention curricula nationwide.
- Adult Training: The Act requires "Bloom Safe" certification and training for ALL adults who care for and work with children – teachers, coaches, faith leaders, healthcare workers, foster/adoptive parents, law enforcement, etc. – equipping them to identify, prevent, and respond to child sexual abuse appropriately, starting with all mandated reporters.
- Public Awareness: The Act launches a sustained national campaign to break the silence and destigmatize conversations about child sexual abuse, similar to what “Just Say No” and the D.A.R.E. program did for drug abuse prevention.
- Survivor Support: The Act expands services to ensure all survivors have immediate and sustained access to support.
- Research and Data: The Act establishes a National Child Sexual Abuse Research Hub for ongoing data collection, monitoring, evaluation, and reporting, ensuring evidence-based peer reviewed science is the foundation for ongoing improvements in policy and practice.
The Act creates a central “Bloom Safe Task Force” – an interagency body co-chaired by HHS, CDC, and the Department of Education (with the Department of Justice in advisory support) – to coordinate efforts across federal agencies and states. This ensures unified leadership, unified data, and sets uniform standards nationwide. The legislation also mandates transparent annual reporting on progress, outcomes, and spending to both Congress and the American people.
