วันที่ 10 กรกฎาคม 2567
มูลนิธิสิทธิเพื่อสันติภาพ ในฐานะตัวแทน The Coalition for the Rights of Refugees and Stateless Persons Migrant Working Group และประชาชน 2,050 รายชื่อ  ได้เข้าประชุมคณะกรรมาธิการกฎหมายการยุติธรรมและสิทธิมนุษยชนในวาระการพิจารณาเรื่องมาตรฐานสากลในการควบคุมและกักขังผู้ลี้ภัยชาวอุยกูร์ และมาตรการสิทธิมนุษยชนภายใต้หลักความสัมพันธ์ระหว่างประเทศ 
สืบเนื่องมาจากการยื่นหนังสือต่อคณะกรรมาธิการเมื่อวันที่ 14 มีนาคม 2567  ได้ถูกบรรจุเข้าสู่วาระการประชุมในวันนี้และทางคณะกรรมาธิการได้ เชิญหน่วยงานราชการที่เกี่ยวข้องเข้ามาร่วมชี้แจงและพูดคุย  ถึงความเป็นไปได้ต่อการปรับปรุงคุณภาพชีวิตผู้ต้องกักและผู้ที่อยู่ในการควบคุมของกรมราชทัณฑ์ รวมถึงแนวทางในการแก้ไขปัญหาอย่างยั่งยืนโดยคำนึงถึงหลักสิทธิมนุษยชน 
ผู้ร่วมประชุมประกอบด้วยประธานคณะกรรมาธิการ นายกมลศักดิ์ ลีวาเมาะ  และคณะกรรมาธิการ  หน่วยราชการที่เกี่ยวข้อง ได้แก่
1. สำนักงานสภาความมั่นคงแห่งชาติ
2. สำนักงานตรวจคนเข้าเมือง 
3. กระทรวงการต่างประเทศ 
4. กรมคุ้มครองสิทธิและเสรีภาพ กระทรวงยุติธรรม
5. กรมควบคุมโรค กระทรวงสาธารณสุข 
6. กรมราชทัณฑ์ 
7. คณะกรรมการสิทธิมนุษยชนแห่งชาติ 
8. เครือข่ายช่วยเหลือด้านมนุษยธรรม สำนักจุฬาราชมนตรี
ทางมูลนิธิฯ ได้มีโอกาสได้อ่านจดหมายจากทางครอบครัวของผู้ต้องกักต่อที่ประชุม เพื่ออย่างน้อยได้ถูกรับฟังและบันทึกไว้ว่าทางครอบครัวได้มีส่วนร่วมในการช่วยเหลือครอบครัว อย่างที่เขาพยายามมาอย่างหนักตลอด 10 ปี
จากการประชุม ได้มีการพูดคุยเกี่ยวกับความเป็นไปได้ในการแก้ไขปัญหาระยะสั้น และระยะยาวของผู้ลี้ภัยชาวอุยกูร์ โดย จะมีการพิจารณาย้ายสถานที่กักไปยังสถานที่ที่เหมาะสม รวมถึงปรับปรุงคุณภาพและการเข้าถึงบริการทางการแพทย์และสาธารณสุข การเข้าถึงพิธีทางศาสนา การเข้าถึงโภชนาการที่เหมาะสม การติดต่อครอบครัวหรือเข้าเยี่ยมได้  ซึ่งจะใช้เวลาประมาณหกเดือนถึงหนึ่งปีในการดำเนินการ 
ส่วนทางแก้ไขในระยะยาวยังคงต้องไปพิจารณาเพิ่มเติมในสภาความมั่นคงแห่งชาติ ไม่ว่าจะเป็นแนวทางที่นำชาโอ้ยกูเข้าสู่กระบวนการคัดกรองผู้ลี้ภัยโดยสำนักงานข้าหลวงใหญ่ผู้ลี้ภัยแห่งสหประชาชาติ  หรือการคัดกรองโดยระเบียบสำนักนายกว่าด้วยกลไกคัดกรองผู้ที่เข้ามาในราชอาณาจักรและไม่สามารถกลับไปประเทศต้นกำเนิดได้ ก็ล้วนเป็นแนวทางในการที่จะให้ความคุ้มครองแก่ผู้ลี้ภัยชาวอุยกูร์กลุ่มนี้ 
อย่างไรก็ตามการประชุมเป็นไปในแนวทางที่ดี ทาง มูลนิธิสิทธิเพื่อสันติภาพขอขอบพระคุณทุกรายชื่อที่เข้ามาร่วมกับแคมเปญของเรา change.org/10yearstoolong ที่ได้เป็นส่วนหนึ่งในการเริ่มต้นบทสนทนาที่สำคัญเหล่านี้ และก่อให้เกิดการ ทำงานร่วมกันของทุกฝ่าย ที่จะคืนสิทธิมนุษยชน ศักดิ์ศรีความเป็นมนุษย์ให้กับผู้ต้องกักชาวอุยกูร์ที่ถูกกักขังมาเป็นเวลา 10 ปี

The Peace Rights Foundation, representing The Coalition for the Rights of Refugees and Stateless Persons, the Migrant Working Group, and 2,050 citizens, attended a meeting with the Committee on Legal Affairs, Justice and Human
Rights. The agenda was to discuss international standards for the detention and confinement of Uyghur refugees and human rights measures within the framework of international relations.
Following the submission of a letter to the committee on March 14, 2024, the issue was included in today's meeting agenda. The committee invited relevant government agencies to clarify and discuss possible improvements in the quality of life for detainees and those under the Department of Corrections' control, including sustainable solutions considering human rights principles.
Participants included the committee chairman, committee members, and representatives from:
1. National Security Council Office
2. Immigration Bureau
3. Ministry of Foreign Affairs
4. Department of Rights and Liberties Protection, Ministry of Justice
5. Department of Disease Control, Ministry of Public Health
6. Department of Corrections
7. National Human Rights Commission
8. Council for Humanitarian Networking of Sheikhul Islam Office
PRF had the opportunity to read a letter from the detainees' families to the meeting, ensuring their voices were heard and recorded. The families' participation in supporting their loved ones, an effort they have persistently undertaken for the past 10 years.
The meeting discussed short-term and long-term solutions for the Uyghur refugees. Potential short-term solutions include relocating detainees to more suitable locations, improving the quality and accessibility of medical and public health services, access to religious ceremonies, proper nutrition, and the ability to contact or visit family members, which is expected to take about six months to a year to implement.
Long-term solutions require further consideration by the National Security Council, such as screening the Uyghurs through the Refugee Status Determination by United Nations High Commissioner for Refugees or through to the Prime Minister's Office regulations on screening those entering the kingdom and unable to return to their country of origin (National Screening Mechanism). These are all measures to protect the Uyghur refugees.
