This bill will exclude experienced Certified Texas Reserve Police Officers from working Texas Highway Construction traffic safety. These Officers become reserves after serving for many years in full-time capacity.  In doing so, are able to dedicate full time to highway construction sites keeping not only citizens safe but the construction workers as well. Additionally, by employing reserves we are able to keep costs reasonable for the highway construction companies as well as TX DOT. The elimination of reserve police officers from working highway traffic safety, will force prime contractors to seek full-time Police Officers.  In doing so, the prime contractor will be severely limited, if not unable to find, police officers, as many departments do not permit off-duty traffic, price their services so far out of the going rates that it makes it unreasonable or impossible, or do not have sufficient manpower to cover the need.  We represent privately insured, certified Texas Police Officers along with companies that are additionally insured and owned by certified Texas Police Officers.We know through our years of training, experience and public service, this bill would not only harm the highway construction industry in Texas, but completely tear the fabric of public trust in our dedication to their safety.
