Current Executive Order

Texas Gov Abbott and The Texas state attorney general believe that by not allowing massage establishment and therapists to open then they are preventing unlicensed and illicit massage parlors from opening therefore preventing prostitution and human trafficking which would only spread the Covid-19.  Why would anyone think these illegal establishments would even have followed the original executive order to be closed ?
