Denying me medical access

It kills me to have to say bye i love my daughter today was her appointment with her pulmonary specialist just me and the foster parents ...they want to sedate my 2 yr old to stick a scope down her throat ..i will not consent to this if they say nothing is wrong with her thwm why must she has the scope done ????and why was i made to sit out in the waiting room while the doctor spoke with the foster parents it is my right to be there at every appointment and to be notified of any major concerns by my caseworker asap ..but why did i have to hear about my daughters condition from the foster parents please help me share this its the first cps case that is having a jury trial in a suit were there was no iminent danger and no due process to go to a trial to be heard by a jury instead of a judge
