

Despite South Korea's revised 2023 animal protection laws, the horrific lifelong tethering of "rural dogs" continues due to weak regulations and enforcement, causing filth, neglect, isolation, and tragic deaths during disasters like wildfires.
This disregard for animal welfare demands immediate action: a complete, strictly enforced ban on lifelong tethering, stronger laws against neglect, severe penalties, and mandatory disaster evacuation protocols for all dogs.
Sister Cities should press for these reforms, including a tethering ban and mandatory pet evacuation policies, to end this suffering and improve South Korea's global standing.
