The beat goes on. Instead of addressing governance issues with the Harbor Commission, the Town Council of Barrington has decided to change the wording of the ordinance used to justify a fee that the Harbormaster attempted to charge me back in July. "When the Harbormaster, the Harbor Commission chairman, and the Harbor Commission couldn't read the ordinance correctly, did they correct them? No. They just changed the ordinance to cover up the mistakes. And now they have:

  1. Called an "extra" special unrecorded council meeting at 9 am. on Friday December 05, 2025 at the Middle School to introduce  just these specific ordinance changes. (those of you familiar with the council know that all regular council meetings are at Town Hall on the first Monday of the month at 6:30 pm and are recorded). And, they missed the required notice by 6 minutes, resulting in an Open Meetings Act violation.
  2. Re-introduced the same ordinance changes at the January 5 meeting where councilor Cassar opined at length how the posting for the December 05 meeting was "just" 6 minutes late and implied that it was so unfair because they are volunteers and they had to go to the trouble of a do-over.
  3. Not responded when I asked the Council president why there was such a rush to pass these ordinance changes which relate to one incident with one person (me).
  4. Ignored my thoughtful recommendations to make relevant improvements to the mooring ordinances, improvements that would help everybody.
  5. Happily accepted a blatant misrepresentation of the RI Open Meetings Act by the town solicitor when I pointed out the glaring absence of the minutes for the December 05 meeting on the agenda of the Council Meeting of January 05, resulting in ANOTHER Open Meetings Act Violation.
  6. Threatened to have me ejected from the Council meeting after I voiced my protest about not having been allowed to speak about my objection to the introduction of the ordinance changes.
  7. Deleted or omitted  my protest comments from the recording of the January 05 Council meeting.
  8. Published two different sets of minutes online for the December 05 meeting, one set suggesting falsely that there was "NO QUORUM" for the meeting.
  9. Allowed the Harbor Commission to attempt to institute an updated fee schedule which specifically failed to win Council approval on January 05.

So, the beat goes on. Its as if they can't get out of their own way. 

And the most important part is that these ordinance changes will make zero difference to me or anybody else. What a complete waste of time and money.

This council should be seen for what it is: Not a governing body, but a rubber stamp for a bureaucracy it doesn’t care to control.
