I emailed the council earlier and the response was they “discovered the ‘rural other’ dog registration catergory was not complying with the intent of the Dog Control Act” and “we sought an independent review of this position, which confirmed that we could not charge a differing rate for dogs kept for the purpose of pets, rather than say a working dog”. I have read the Dog Control Act and it states many options a territorial authority MAY enforce and at reasonable rates but no black and white terms on what specific dogs should be charged.
