Fish Rotting in New Mexico

Fish Rotting in New Mexico
The Issue
Every year, water from the Rio Grande in New Mexico has to be sent to Texas for irrigation; however, when the water is shut off, and when all of it has dried up, fish are trapped, left to rot in the hot sun. The water being closed being paired with the drought the south-west is in, these fish have no time to relocate. Even with these fish left to die, people still must obey rules for capturing them. Concerned fishermen, and others are not allowed to move the fish either, not even to a reservoir of the Rio Grande. As an avid fisherman, and lover of animals, I hate to see all of these thousands of fish dying each year. This could be much easier for the fish if we could capture the fish and relocate them, or harvest them, and keep them from rotting.
