Dogs are unfairly killed for making mistakes. (they say it's euthanizing but that's not accurate). Rocky is one example of this. 

Rocky has been living in isolation in quarantine for over two years while a decision is being made regarding his fate. He doesn't need to be killed, just closely monitored in his yard and home.
