They generate immense value for online platforms, yet often face unclear rules, limited benefits, and little transparency around algorithms, compensation, and account decisions. As this sector continues to grow, Congress has an important role to play in recognizing and supporting these digital workers.

This resolution expresses the sense of the House that creators should have access to basic economic security, clear standards, and meaningful protections. Specifically, it calls for:

Affordable healthcare for creators.

Portable benefits for creators, like retirement funds.

Platforms to use clear and fair revenue-sharing terms.

Creators to be able to control direct relationships with their audiences.

Providing creators small business support, algorithm transparency, and legal protections.

Platforms to have timely creatorsupport and clear appeal processes.

AI use on creators to follow clear rules for transparency, consent, and accountability.
