With the help libraries, people can freely access reliable resources,like books.According to Kumah (2015), nowadays, people tend to find more references in using the internet because it gives convenience rather than going to public libraries. Also, the study stated that libraries cannot suffice the needs of people anymore and it should be upgraded for the advancements of this age.

  There are some towns in the province of Rizal that has public libraries namely, Taytay, Antipolo, Cainta, Angono, Morong, Baras and Cardona. But, some of these libraries does not function properly as others because of the inadequate number of books and resources. This issue calls for action because not all residents in these towns have internet connection that can be a source of references for the people to use most specially, the students. Moreover, it is not really practical if students would go to internet cafes every now and then because it will cause a lot of penny.

  Therefore, as a solution for this problem, all public libraries in different towns of Rizal should be developed. This would help not only the students but a lot of people to find a place to be a source of references and a place to be used by the ones who wants to relax by studying and reading books.
