We previously aimed for universal spay/neuter requirements for all dogs and cats, but we recognize that a more practical approach is needed. Our revised petition now focuses on strengthening enforcement and updating the laws to ensure that anyone exempt from spay/neuter requirements must provide official documentation. This change prioritizes accountability while still working toward reducing pet overpopulation and promoting responsible pet ownership.
