This petition and it's information have already been shared with Maryland's Governor and Attorney General.  As residents have seen, this activity is certainly contributing sediment, nutrients and additional run off.  

The biggest risks; 

1) Pa allows spreading in winter and on snow and frozen ground.  Most restrictions disappear when a farmer runs out of "storage" space, a condition that is a phone call away.

2) Residual waste alter the soil permeability, increasing runoff.  The material is a poor fertilizer, so it is spread in rediculous quantities which directly runs off if surface applied, or which increases sediment by loosening the soil if injected or tilled into the soil.

Pa deserves better, and so does Maryland.
